going on for some time between the
citizens of the United States mid of
Mexico along the upper Rio Gran-
de It regards the t quitable rights
ot each to take water from the rivet
for purposes of irrigation The
Americans swy that the Mexican
dams have caught all the flow and
caused great loss to farmers of this
side The governor of Chihuahua
is now at El Paso lor the purpose
of conferring with United States
officers a out the matter De paid
to an interviewer that the whole
business would be arranged satis-
factorily that Mexico would show
her liberality and divide the water
with her American neighbor fairlv
and equally Ho hoped this con-
ference would be a precedent for all
disputes between the two countries
believing that justice would irore
quickly be leached by appealing to
the reason of both people rather
than by force of arms
