of protecting the lovers of order, and punishing those
who foment sedition."
What, asked the committee, are the reforms spoken
of by the Minister ? What can they be but the reduction
of the militia of the States to " one militia-man
for every five hundred inhabitants, and the disarming
all the rest" ? What but the destruction of the Constitution
of 1824, and the substitution of a military, ecclesiastical
despotism ? And what is the majority spoken
of by the Minister of Relations? What but the mili.
tary power which has assumed the voice of the nation ?
And moreover they asked,-much in the spirit and lan.
guage of the patriots of '76,-if the Government of
Mexico is sincere in its professions in favor of Texas,
why all this preparation for a military invasion ? Why
has Gen. Cos marched with all the disposable force
at Matamoras to Bexar? Can it be that the Government,
in its fatherly care for Texas, fears that there are
those in this country who are opposed to liberal guarantees
? Or are the promised guarantees only a pre.

march, as soon as possible, to the head-quarters of the
ARMY OF THE PEOPLE at Gonzales, to assist their ex.
posed countrymen.
