ly, the evils remedied, which it enumerates, had been
only partial and of minor importance; the greater evils,
especially of anarchy, still continued, out of which
new evils were constantly springing into existence.
What, then, was the proper course for Texas to pursue ?
Let the reader judge. Austin was still in prison in
Mexico; the constitutional General Congress of 1834,
which was decidedly Republican and Federal, had been
dissolved in May of that year by a military order of the
President, before its constitutional term had expired,
and the Council of Government had been dissolved;
there were still two factions in the State Legislature,
and the General Government was rapidly verging to a
despotism under Santa Anna.
This state of things continued in Mexico until the
final consolidation of a Central Government by a de.
cree of the 3d of October, 1835; and in Texas, until
a meeting of the newly elected Legislature in
March of the same year. The meeting of this Legislature
had been protracted from January till
March by the continuation of the same difficulties
which had existed since July, 1834. No sooner had
this Legislature assembled, than a law was proposed
for the sale of 411 leagues of land in Texas. The Congress
of Mexico had intelligence of this; and denying
the right of the State Legislature to sell the land, ex.
cept in favor of the General Government, on the ground
that the State of Coahuila and Texas was in arrears for
her proportion of the national debt, not yet paid, proceeded
to pass a law authorizing the national Executive
to purchase the land of that State, and turn it to the
account of her debt to the General Government. This
