defined West Texas as being that splendid country west of the 98th
meridian and north of the 30th parallel. There should be no dividing
lines on the Texas map and no sectional coloring in a Texas heart.
Every heart that beats on Texas soil should beat to touch the boundary
line of the State at every point of the compass. The martyrdom of
Goliad, the heroism of the Alamo, and the victory of San Jacinto are
legacies bequeathed by the blood of heroes to every child born on
Texas soil. I am opposed to any division of Texas with a dividing
line running either east and west or north and south.
AN APPROPRIATION FOR ONE PART OF TEXAS Is FOR ALL TEXAS.
No part of Texas should think unkindly of early legislatures because
in building the University of Texas, the Agricultural when she located two of her courts of civil appeal in
West Texas; when she located five of her experimental stations in
West Texas; when she located one of her two junior Agricultural when she located her college of
Mines and Minerals in West Texas; when she built and equipped a
tubercular sanatorium, at a cost of more than a million dollars, in
West Texas; when she established an epileptic colony at a cost of
$950,000.00 in West Texas; when she built a lunatic asylum at a cost
of $750,000.00 in West Texas; when she appropriated $1,500,000.00
with which to construct a Memorial Sanatorium for our disabled soldiers
in West Texas; when she, in the name of the Livestock Sanitary
Commission, spent a million dollars more money in West Texas than
in all other parts of the State combined; when she appropriated three
hundred thousand dollars with which to kill wolves, coyotes, and
other predatory animals in West Texas; when she loaned nine hundred
thousand dollars of the State's money to the drouth sufferers of
West Texas and distributed two hundred and seventy-five thousand
dollars collected by public subscription for the purpose of purchasing
farm products. This merited recognition has been given West Texas,
not because it was West Texas, but because it was a part of Texas,
and East Texas should not be mad about it. We should all rejoice. No
part of Texas should say unkind words about South Texas because
the State is lending a helping hand to build here a great water outlet
for all our Texas commodities.
VETOES OF CERTAIN MEASURES.
The Governor's office is not the primrose path of pleasure. Every
