A. The offset operators protested the permit. They have never
said one word about tkem being deviated. They just protested
granting a permit to drill a well at that location.
Finally, then, the commission was created as a conservation
agency. We have a grave responsibility to the State of Texas,
to the oil industry and to the nation to see that good conservation
is practiced. Now policing is not a part of our training.
We are conservation agents, and we don't hire men who have
records as being private investigators. We have been distressed-we
have been appalled that illegal slant drilling took place and
remained undetected for a considerable period of time, but I do
state in behalf of the commission for fear that the whole conservation
program will be misinterpreted by the public, that during
those same years we have made the greatest progress in conservation
ever in the history of the industry... So in behalf of
the commission and its employees, I claim that we have a fine
record of conservation. We admitted our heartbreak at the
failure of the sideline of policing, and hope to be able in the
future to do a much more effective job in that area.

Mr. Wilson: Now is that governed by the rules of the commission or
policy declaration, or how do you communicate that to your
employees, that they are not to deal in oil and gas properties ?
A. That is communicated by the supervisor of each office, plus
it is checked on by periodic visits of our chief supervisor and
our chief engineer and our chief auditor to the office.-72
