CaD franchises and re-
zoning caused a great deal
of argument at the Bellaire
City Council meeting and
public hearing Monday night.
John Hansen, 6632 Com-
munity, appeared before the
Council in a public hearing
asking for a franchise for
American Mini-Cab tooper-
ate two cabs in the City of
Bellaire. The Council de-
layed action on the matter
pending a legal opinion from
City Attorney Marlow Pres-
ton. Cecil Melis, president of
Canary Mini-Cabs, contends
that mini-cab is a copy right-
ed trademark developed at
great expense by himself.
He commented that “Han-
sen is taking advantage of our
advertising.” He also con-
tends that mini-cab means
30% less in cab fares and
that Hansen does not qualify
in this definition.
Hansen stated that his rat-
es are slightly higher than
Canary Mini-Cabs but low-
er than Checker Cabs, the
only other cab company au-
thorized to operate in Bell-
aire. Hansen’s cabs are
F iiits.
Both Melis and Billy Wal-
ker, owner of Checker Cabs,
Nursery school project
of Bellaire HE classes
The Home and Family Liv-
ing and Child Development
classes of Bellaire High
School will be conducting a
pre-school Nursery school
for children who are three
or four years of age.
The first session will start
January 14, and will run from
8:30 a.m. to 11:45 a.m. for
two weeks, January 14 thro-
ugh January 25. The second
session will begin January 28.
and will run from 8:30 a.m.
to 10:30 a.m., ending on Fe-
bruary 8th.
Anyone who is interested
in having their child enroll
please call the Homemaking
Department, 668-7288 so
they may receive a regis-
tration form if they wish to
make reservation for their
child. The children must be
either three or four years
of age and the parent must
be able to bring the child
and pick the child up promp-
tly at the stated times. En-
rollemnt for each session
will be limited so those who
call early will be those who
may make reservations.
Where’s
the
baby?
The BELLAIRE TEXAN
and SOUTHWESTERN
ARGUSare still looking for
the first baby of 1974.
We’ve checked the area
hospitals (Bellaire and
Sharpstown) and so far
not a single baby has been
born to a resident of our
circulation area.
The contest rules state
that the baby must be born
to a resident of the BELL-
AIRE TEXAN and/or SO-
UTHWESTERN ARGUS
circulation areas defined
as follows: the area be-
tween the Southwest Free-
way on the west, Green-
briar on the east, South-
west Freeway on the nor-
th, and South Main on the
south.
If you have had a baby
born a ter 12:01a.m. Jan-
uary 1, or know of some-
one who has, please give
us a call. The baby need
not be born in an area
hospital - but remember,
the parents must live in
our area. Cal' Terrilee

pointed out that there was
not enough business for two
cab companies in Bellaire
much less three. Melis op-
erates one cab and Walker
seven. Hansen stated that he
requested the franchise in
order to give Bellaire re-
sidents 24 hour service. Wal-
ker replied that he already
offers this service.
On a rezoning matter held
over from the last Council
meeting, city pa rents came to
a standstill. The Planning
and Zoning Commission had
recommended to the Council
to deny a request from W.
C. Brou:sard to rezone land
at 6602 Newcastle at the in-
tersection of Live Oak. Bro-
ussard asked that the land
use be changed from single
family residential to attach-
ed single-family residential
(townhouses.)
Voting to go along with the
Commissin's recommenda-
tion and deny the request
were Councilwoman Be erly
Van Siclen, and Couneilmen ,
Henry Hodell and Larry Ra-
ney. Ben Bronstein voted
against such a motion and
Couneilmen JackGurwell and
Joe Poindexter abstained.
Because zoning matters re-
quire a 3 4 majority vote
the recommendation of the
Planning and Zoning Com-
mission was upheld for the
lace of a vote.
In other action, ordinances
were passed officially ap-
