undeniably efficient, I would not welcome their adoption in my
own country.
I believe we can continue to find success in America
in our bumbling way as we always have by cultivating our
differences and recognizing our varying abilities and
making the most of all of them. We have no need of being
all alike, of all conforming to the same standards, all
studying the same texts and passing the same tests and
performing the same rituals. We Americans can march to
different drummers but share the same world and enjoy
it and still be a great nation. We have no need for the
Japanese as role models.

I cannot understand the
blitz campaign from our Presi-
dent down through the Media
to sell everyone on the sad,
senseless plight of the men
with Aids. No mention is made
that due to the immoral way of
life, they, and they alone,
caused this terrible plague
which effects the innocent
women withheld from the
knowledge their husbands or
partners were gay, but espe-
cially the innocent unborn.
We are now coming to the
realization, which I foretold in
my first article, that our hospi-
tals cannot handle these num-
bers. And why should we? The
latest statistic shows that it
will cost us the taxpayers,
$80,000 per gay male. I am
sure there are doctors among
the gay community — let them
care for their own.

and maintenance of streets within the city, as
well as roads within the county, is another. The
streets and the roads, after all, are used by all
citizens and benefit all of them in some way, and
the city is, after all, a part of Hemphill County,
although historically county government has
viewed the city limits as the end of county
responsibility in this and other service areas.
Creation and maintenance of parks and
playgrounds and other recreational facilities, in-
side and outside the city limits, might also be
shared by county and school district as well as
the hospital district since they benefit all
citizens. The same thing is true of sanitation and
trash and garbage disposal, inside and outside
the city limits...and many other governmental
service areas might be cited.
The logical and economic solution would be a
pooling and sharing of costs and responsibilities
for all sorts of governmental services among the
local government entities, with a goal of provid-
ing these services most effectively and at the
lowest cost to all the citizens and taxpayers who
benefit from them.
This would require cooperation and consult-
ation between all of the overlapping units of local
government...a willingness to share respon-
sibilities and autonomy among the various
elected boards and officers...and it wouldn’t be
easy because there are legal restrictions concern-
ing the application of funds which would have to
be considered...but it could be done if there is
willingness among all entities to really try to
serve the best interests of all the people.
A small beginning has even been made here,
with the unofficial formation of an inter-
governmental council made up of repre-
sentatives from county, school district, hospital
district and city boards. Let’s nurture it, and
encourage it, and exercise influence in favor of it
at every local election. We just might, with our
small beginnings in Hemphill County, light the
way to intergovernmental cooperation eventual-
ly on a much broader scale if we can make it work
here,
It won’t be easy, but it might be possible if we
can get our heads together without butting them
together. Surely it’s worth trying.
