prisoners were brigands, endorsed by the still higher au-
thority of Her Bnuinnic M ijesty's Charge d'Aflains, re-
siding at their homes, gave the President of Mexico all
the legal right he desired, to shoot them. The whole
history of our war shows that he could disire nothing
more than such legal pretext to etcut upon Tt Alans the

ter, which took from us all the protection of that capitula-

Exchequers. We mentioned a fevvlayPsmc(Y-lha?s
the Exchequer Bills were passing in business transactional
at from 90 to 95 cenls on the dollar, although the CoTl&S
tor at Galveston received them for duties at par. "We
have since learned that they are passing at Galveston, at
from 80 to S3 cents on the dollar. We are at a loss to
account satisfactory foi this sudden depression of these
bills We have heard a flying report that it has been
caused by the former Collector at Galveston, who it is said
had a large quantity of these bills on hand, and when they
were raised in value to 95 cents on the dollar, he sudden-
ly threw them into market. It is said that President
Houston refused to permit tins officer to pay these bills in-
to the treasury at the rates at which he received them, be-
cause the Collector took part of them at 50 cents on the
dollar w hen they were passing in market at 40 cents; and
a pan at 80 cents wh( n they were passing in market at 60
cents on the dollar. The Collector finding that he would
be compelled to pay several thousand dollars out of
his own pocket, to thegovernment without having receiv-
ed any consideration for it, refused to pay over the money
until the government should allow its full value as he re-
ceived it. Finding that the President persisted in de-
manding the money at its market value only, he retain
ed it until the market value of the money exceeded the
rate at which it was taken. And he is now by the sudden
rise of the money enabled to return to the public treasury
the full sum in specie demanded by the President. We
do not vouch for this story, it may be entirely incorrect,
but it seems quite plausible, and there are several facts
connected with the sudden resignation of the former Col
lector, and the late visit of the Comptroller to Galveston
mat seem to corroDorate it. certain it is that the Exche- I
quer bills have suddenly fallen in value ten or fifteen per
cent. A merchant in this city is authorised to sell $2000
at 85 cents on the dollar. Some persons imagine that the
Collector has violated the law, but we think this is a mis-
take, the law was passed as it were by stealthfeand was
hurried through Congress so rapidly that its 'defects were
not remedied, ahd it is so loose and ambiguous in its terms I
that it makes'no provision for compelling the Collector, to

ity We hive been informed by a planterresidiiig-on
Galveston Bay, that a few weeks since, a smuggler carae.
to his house, and stated that he had a large quantity of
sugar and coffee for sale that he had smuggled into the
Bay from Louisiana, that it was on board a boat, and
would soon be conveyed to Hous'on. He wished the plan
ter to aid him in disposing of a part of it. But the latter
answered him roughly, and stated that he should furnish
him no aid Upon this he immediately decamped and
probably found assistance elsewhere. If, as the smuggler
stated the goods were actually in the Bay there could be
little difficulty in transporting them to Houston, and as
such bulky articles as sugar and coffee have been smug-
gled into Galveston Bay, less bulky and more valuable
articles could easily be smuggled into this section. Before
the revolution, immense quantities of goods were smugo-led
into this section and into the Trinity by the east Bay of
Galveston, which extends near to Taylor's Bayou, com-
municating with the Sabme, and across a narrow neck of
land called "the rolling over place," near the "Hih Is-
lands. We suspect that many a barrel of whiskey and
many a bale of merchandize has been rolled over that
place" within the last year. Indeed, we were informed
i some months since by a merchant that a smuggler had of-
fered to import goods for him at ten per cent. risk. These
facts indicate the necessity of reducing the tariff to such a
' rate lhat the inducements to engage in this illicit trade vv ill
be removed. It is useless to attempt to enforce an exorbi-
, tant tariff where the facilities for smuggling are so great

Congress There were only ten members of Con-
gress in Washington on Monday the 4th inst. Among
Mexico The ship New York arrived at New Or
leans from Vera Cruz on the 26th November, having left
Vera Cruz on the 16 of November. The report that San-
ta Anna has been re-elected President of Mexico is con
firmed ; but the Mexican papers contain no official notice
of the fact. Santa Anna was still at Manga de Clavo,
having recently returned from a visit to Vera Cruz. The
Mexican papers are filled with the details of the arrest of
M Lafarga. This gentleman had been designated by the
Junta as the orator, on the anniversary of the 27th Sep-
tember, (the day that the liberating army entered'the city
of Mexico.) To the astonishment of every one M. Lafar-
