any modification of the law
and since we do not know what
the Courts will finally hold with
reference to its constitutionality
it is necessary that we in IV
play safe that is we must get
froin the Interstate Commerce
Commerce Commission as favorable
a plan as possible for the

of all that the opponents of consolidation
