An Ordinance and Decree for creating a General PostOffice
Department.
SEC. 1. Be it ordainel( and dlecrecd, alcnd it is /rcrely or'(alined'
and-decreed by the General Council of the Prot-isio.wl
Gboverim2nzt of Tcxas, That there shall be, and there is
hereby created and] established a General Pbst-Office,
to be under the charge stand direction of'a PostmasterGen'eral
to be appointed by the General Council, who
shall give bond with approved security, in a sum not
less than five thousand dollars, payable to the Governor
for the time being, and his successor in office. ' The
"PPostmaster-General" shall have power to appoint the
necessary assistants and clerks for doing the business of
his office: he shall establish Post-Offices and appoint
postmasters at such places as he shall deem expedient,
on the Post-Roads that are or may be established by Okdinances
and Decrees of the Provisional Gbvernmient;
}e' shall give instructions to the postmasters and all
other persons he shall employ, or who may be employed
in any of the Departments of the "'General IPost-(ffice,"
relative to their several duties: he, shall provide for the
carriage of the Mail on all post-roads that are or may be
established by the Ordinances and Decrees of the Government
aforesaid, as often as he shall think properhaving
regard to the productiveness thereof; he shall
obtain from the several post-nasters their accounts and
vouchers for tdhe re-eipts and expenditures of thelr sev
