SEC. 11. Be it further enacted, -That the Mayor and Al1er'men
of the citv of Galveston shall have power to levy and
collect a tax on all persons a'nd proPerLty, both real ahd per'sonIa
in the said city, 2:rovided, however, that the samo shall
,no;t,. in any one yeari, exceed one-eihith of one per cent adaIo>ren
on such pfopertv ; alnd no laiX shll he levied, unless by
