LONDON. Jan. 8.- Daniel Guggenheim,
president of the American Smelting and
Beflning Company, has thought the
present moment opportune to advocate
Federal regulation ,.f the copper mar-
ie*, is. Following directly upon the Pres-
idents fp' • inl message recommending
similar action in the cane of the rail-
roads, nnd taken In connection with the
recent, rumors of a huge combination of
all the copper mining companies, his
statement Is received with Interest.
The American Smelting and Kefining
Company Is < apitallzed at $100,(KX».(XJ0 and
owns plants in Colorado. Montana, Ne-
braska, Illinois, Utah, Mexico, Alaska
and elsewhere.
Mr. Guggenheim bas*>s his recommen-
dations on the demoralization, not only
in the business of mining copper, but
among those interests who use manufac-
tured copper, incident upon fluctuations
from cents a pound for copper to 12
cents. Mining, he says, Is a hazardous
enterprise, requiring under modern con-
flit ions, very large outlays of capital and
In need of a more stable market Sta-
bility, he believes, can be best obtained
by Federal regulation.
"I deprecate all unnecessary interfer-
ence with business by the Government,"
said Mr Guggenheim, "yet I appreciate
the necessity for It and can not but ad-

lock prevails In the Democratic caucus
for the selection of a successor to the
late United States Senator. A. J. Mc-
Laurin, is apparent hero tonight.
Many are of the opinion that the dead-
lock will continue Into next week when
a dark horse candidate will be placed
before the caucus. On the other hand,
the managers of the eleven candidates
In tho field declare they are well satis-
fied with the situation to date, and ex-
press confidence, the ureatost jubilation
prevailing at the headquarters of Mr.
Yardaman. T.lttle real change was re-
\ealeu today by the three ballots taken,
with the exception of tho slight gain of
.1 ercy. Vardaman's vote today ranged
ironi sixty-three to seventy, eiglity-
tlve being necessary to eletit.
l'he caucus adjourned after the third
