LEGISLATURE OF THE STATE
OF TEXAS
Section 1 That Sections 51a
51b 51c and Sid of Article III
of the Constitution of the State
of Texas be amended and the
same are hereby amended so
that the same shall hereafter
consist of one section to be
numbered 51a which shall read
as follows

have the power by general laws

and restrictions herein contained
