licenses have been refused to an appreciable percentage of applicants
As a result the accident rate In those states has usually gone down
while increasing in states where licenses are Issued to all who wish
them The overwhelming percentage of drivers are reasonably careful
and competent The small percentage who are congenitally careless
and Incompetent cause our gigantic death record and are a constant
menace to lives and property of all who drive Every state should take
steps to make certain that every possessor of a driving license is reasonably
fit to use public highways

TOO MUCH WORK
PEOPLE RECENTLY voted a constitutional amendment extending
the length of the legislative session and allotting specific
periods of time for the introduction of bills for committee hearings
and for consideration uupn the floor
Undoubtedly the purpose oi the amendment was to provide adequate
time for sane and sound consideration of offered bills
Because the legislature took it upon itself to liberalize the terms
of the amendment the fortysecond legislature has seen no end of
confusion It has been flooded with more offered legislation than any
of its predecessors At the close of business last week more than
a thousand bills and resolutions had been submitted
Many of these bills have been or will be killed in committee
Nevertheless too many of them will be reported out to the two houses
to justify any hope that the very important measures will receive the
calm and unhurried consideration to which they are entitled
We are therefore confronted with the sorry spectacle of an especially
able legislature working under the most intolerable of conditions
and under the circumstances it is scarcely to be expected we shall
secure the sound and deliberate legislation so necessary to Texas
welfare

Perhaps the situation should teach us a lesson Hereafter when
rhe people deem it advisable to speak they should make certain that
the legislature can not set their will at naught

are trying to lead them out of their misery

WHOLE WHEAT A VALUABLE
ADDITION TO THE DIET
Wheat is the oldest and most
vnluuble grain known to us It Is
the corn of Biblical times a
name which is still given to wheat
In some European countries In
tho form of bread wheat is the
staff of life for the majority of
races today j
Most people look upon wheat
solely as the substance from whicn
bread pastries and prepared
breakfast coreals are made Some
fow persons especially those llv
ing in the wheat belt are using i
the whole grain for breakfast I
porridge tIn
order to show some of the
other uses of wheat the Bureau
of Home Economics has developed
the following recipes which
describe ways in which the whole
grain may bo prepared not only
as a porridge but other palatable
and inexpensive forms Some of
the latter can be used as the
main dish for a meal j
From the standpoint of nutrl
tion wheat is important as a good
source of vitamin B which stimulates
the appetite promotes good
digestion and the assimilation of
food as well as prevents beri
beri Some vitamin A known as
tho antiinfective vitamin is present
in wheat Tho whole grain
contains a fair amount of protein
and a good supply of phosphorus
iron and other minerals
Recipes Using Whole Wheat
Whole Wheat Cooked or Cannec
Under Steam Pressure
Sort the whole wheat grains and
wash thoroughly For each cup of
wheat add 1 12 cups cold water
and soak overnight In the morning
add 1 teaspoon salt for each
cup of dry wheat used and cook
under 20 to 25 pounds steam presi
uro for at least 1 hour or longer
if very soft grains are desired
Serve in the same way as any
hot cereal with milk or cream
After he wheat has been cooked
in the pressure cooker it maybe
canned by the following
method Fill pint glass jars No
2 tin cans almost full with the
boiling hot cooked wheat seal
and process at 10 pounds pres
lire 240 degrees F for 1 hour
Whole Wheat Chowder
2 cupB diced carrots
I pint boiling water
Vi cup diced alt s pork
4 tablespoons chopped onion
1 tablespoon flour
1 pint milk
2 cups cooked whole wheat
1 teaspoon salt
Pepper
I tablespoon chopped parsley
Cook the carrots in the boiling
vatei until tender Fry the salt
pork until crisp remove it from
the fat and cook the onions in
the fat Stir in the flour and cook
a few minutes longer Mix all in
grodlents in the upper part of i
double boiler stir until well

Serve over crisp toast
Beef And Cooked Wheat
2 tablespoons fat
1 onion chopped
1 pound beef diced
Tlour
3 cups water
U of a chill pepper
Salt
2 cups cooked wheat
Molt tho fat and cook the onion
for a few minutes then ndd
tho meat which has beon lightly
rolled In flour When tho meat
has browned somewhat add thr
water Partially coverand simmer
until the meat is tender Stir In
the chill pepper and the wheat
and add salt to taste
Scalloped Liver And Whole Wheal
4 slices bacon
1 onion sliced
Salt Popper Flour
pound liver
2 cups cooked whole wheat
Tabasco sauce
Vi cup hot water
Fry the bacon until crisp remove
it anfl brown the onion in
the fat Push tho onions to one
side of the skillet Salt popper
and lightly flour the liver and fry
it slowly in the bacon fat until
the red cijlor disappears turning
it frequently Cut up the liver
and bacon mix with the onion
add more salt if needed and a
few drops of tabasco sauce Make
a layer of the wheat In agreas
ed baking dish Add the liver
ture and continue to alternate the i
layers until all the ingredients j
are used Pour the water around
tho sides of the dish cover and
heat about 30 minutes Serve from
the dish
Whole Wheat Fish And Tomatc
h pound canned fish
1 quart canned tomatoes
cup chopped celery
1 teaspoon salt
H teaspoon pepper
2 cups cooked whole wheat
Drain the fish reserve the
liquid and flak the fish into
small pieces CoQk the tomatoes
celery and fish liquid until tho
mixture is fairly thick Add the
seasoning wheat and fish and
cook a few minutes longer and
stir to blend well Serve on crisp
toast
Vegetable Soup
1 large soup bone with meat
cracked
3 quarts cold water
4 tablespoons fat I
1 green pepper chopped
1 cup chopped onion
lib cups chopped celery and
leaves
1 cup finely diced carrots
1 cup finely diced turnips
2 cups finely diced potatoes
i ciips tomato juice and pulp
3 teaspoons salt or to taste
M teaspoon pepper
Wash the soup bone and be
careful to remove all small loose
pieces of bono Put the bono in
a large kettle cover witli the cold
water and simmer for 2 hours i
Uemove the bono from the broth
Cook all the vegetables except
the tomaioes in the fat in a skillet
for about 10 minutes stirring
frequently Add the vegetables
tomato salt and peppor to tin
broth aud simmer until the vigi
I tables are tender but not broken
Serve the meat with the soup or
save it for hash or croquettes
I Thir makes a rather large quan
tlty of soup but i is equally good
reheated and Reived another day
Corn Chowder
1 quart diced raw potatoes
I pint boiling water
4 tablespoons diced salt iwrk
1 onion chopped
2 cups canned corn
1 pint milk
lit teaspoon salt
Pepper
2 tablespoons chopped parsley
or celery leaves
Boil the diced potatoes In the
pint of boiling water for 10 minutes
Fry the salt pork and onion
for about 5 minutes and add theso
and the corn to the potatoes Cook
until the potatoes are dono Add
the milk and the salt and popper
bring the mixture to the boiling
point and add the parsloy or
celery leaves Servo very hot In
soup dishes and place two oi
three crackers in tho iIIbIi before
pouring In tho chowder
Cream Of Spinach Soup
l cup rnw ground or flnoly
chopped spinach
1 quart milk
2 tablespoons flour
2 tablespoons molted butter or
other fat
1 teaspoon salt
If the spinach is ground place
a bowl to catcli tiie liquid which
runs from tho grinder and add
to the spinach Heat tho milk In
a doublo boiler and add to it the
flour and fat which huvo been
well blended and tho ground
spinachaud salt Stir until thickened
and cook tor about ton minutesOnion Soup Au Gratln
6 mediumsized onions chopped
fine
2 tablespoons butter or other
fat
1 pint boiling water
1 quart meat broth
4 tablespoons flour
4 tablespoons cold water
