volunteer leaders. From the pack and troop through the district
and local council, the single most important factor in Scouting's
success is the strength of its volunteer leadership. All else flows
from that—program, membership, finance.
So it's clear that constantly pumping new blood into the
leadership ranks is Scouting's top priority. How does it happen,
