Discussions regarding a stormwater
utility district have been stopped by
council, at least for the time being.
After seeing a presentation by
Community Development Director
Barry Shelton regarding the formation
of a district, council and staff agreed
that the timing was not right.
"The primary purpose of a stormwa-
ter utility district is to provide a dedi-
cated revenue source for stormwater
management," Shelton said. "That dis-
trict is typically responsible for
installing, maintaining, upgrading and
managing all of the stormwater man-
agement and conveyance facilities and
infrastructure within the city."
Shelton explained that those servic-
es may include regular drainage sys-
tem maintenance; street sweeping;
removal of sediment and debris from
inlets and channels; maintenance of
earthen channels, inlets, piping, head-
walls, Humes, concrete channels, cul-
verts, manholes, drainage ditches and
stream maintenance; catch basin
replacement; storm sewer replace-
ment; and installing and maintaining
erosion control protection devices.
"The legislature provided rules for
use, operation and financing of such
utilities, and they must be adopted by a
majority vote of the governing body."
he said. "Before adopting the utility
system ordinance, the city would
establish a schedule of drainage
charges against all real property in the
proposed service area."
Shelton said after establishing the
district, fees would have to be adopted
that would charge each lot or tract of
property on a basis other than value of

Feb. 8
Mayor spot, two council
seats up for election
City council elections for 2010 will
be May 8. On the ballot this year will
be the mayor (incumbent Mike Felix),
Place 5 (incumbent Patsy "Pat"
McMillan) and Place 6 (incumbent
Mark Timm). The candidates' filing
runs from 8 a.m. Feb. 8 to 5 p.m.
March 8.
Candidates must f)c at least 21 years
old, a qualified voter, a resident in the
Sachse city limits for six months prior
to the filing deadline and be current in
payment of city taxes. If you have
questions about the city election or fil-
ing for office, contact City Secretary
Terry Smith at 972-495-1212.
Garland Independent School Board
members up for election are Places 1,
2 and 3. The seats are held by Larry
Glick, Robert Harris and Linda
Griffin.
The seven board members are elect-
ed at large to three-year terms.
School board packets and filing
information can be picked up at the
office of the assistant business super-
intendent located at 501 S. Jupiter in
Garland.

Sachse resident Michael Davis just
happened to glance outside his back
window early Sunday morning. Jan. 3,
and saw something that made him stay
for a longer look.
Later that evening Brenda Sizemore
also noticed suspicious circumstances
in the new housing construction lot
behind her home.
The citizens immediately called
Sachse police. Their actions resulted in
several arrests and the return of prop-
erty. Both were honored for their quick
thinking at a recent city council meet-
ing.
Davis, a former Wylie Police lieu-
tenant. noticed a man loading up his
van with long siding planks.
"This seemed very odd to me,"
Davis said. "It was a Sunday morning
with no one else around or working. I
know construction crews don't nor-
mally work on Sundays."
Davis said he continued his obser-
vations after alerting the police.
"When the man saw the police his
body language changed," Davis said.
"He also began to take the boards out
of his van."
Police Chief Dennis Veach said
Police Officers Garry Jordan and
Charles Bley were dispatched to the
scene in the Jackson Hills subdivision.
"The officers observed the man
loading his van before making an
arrest." Veach said. "Officers made

The Wylie Chamber of Commerce is
inviting the community to an "Evening
of Excellence" 6:30 p.m. Saturday,
Jan. 30 at the Hyatt Place Hotel in
Garland.
The title sponsor will be Methodist
Richardson Medical Center.
"We certainly thank Methodist
Richardson for being our title sponsor
as it reflects their commitment to the
chamber and the community,"
Chamber President Mike Agnew said.
"The banquet committee says this
year's banquet will be the best."
Agnew said the annual banquet
brings attention to the business com-
munity and serves as a fundraiser for
the chamber.
Banquet committee co-chairmen
are Jordan Adams of Farmers Electric
Cooperative and Stacie Gooch with
Ebby Hallidav Realtors.
Other committee members are

silent auctions, a bag raffle, and live
music courtesy of the Wylie High
School Jazz ensemble
"We're asking people to dress "after
5 - Wylie style,"' Agnew said. "That
means we'll see everything from
boots to suits and dressy attire for the
women."
Some of the live auction items
include a his-and-her hunting and spa
package, golf for a year from
Woodbridge Goll Club, a 32-inch TV
with recliner, Dallas Stars platinum
tickets and a Pirate/Raider package.
Awards will be given out for Small
Business of the Year. Large Business
of the Year. Ambassador of the Year,
Citizen of the Year, City of Wylie
Employee of the Year. Wylie
Downtown Merchants Association
Award, Wylie Rotary Community
Ethics Award, the Wylie Lions Club
Community Service Award and Wylie
Independent School District Teachers
of the Year.
