Mr. C.F. Hansson
Chief of Police,
Sir:
I submit the following report for your information
regarding a city employee placed in Jail.
On January 23, 1953 approxmiately 9s20 PM we entered
the Red Devil Club, 2500 blk. West Davis on mark-out. The
special officer C.3. DuBois #39# arrested Ray Franklin
Smith w/m/42 of 2710 El Tiviola. Officer DuBois told us
Mr. Smith had apparently lost some money in the telephone
and was shaking it violently. When officer approached,
Mr. Smith demanded a refund. The officer asked Mr. Smith
to leave and Mr. Smith refused almost tearing the officer^
badge off of his shirt trying to determine the number.
Mr. Smith had strong alcoholic breath and was staggering.
V/e placed him in Jail and charged him with D & 2>« Mr.
Smith said he is employed by the City of Dallas, Public
Works Department as an engineer.
