City Charter Commission
Election November 5
On Tuesday. November 5th, voters in Sachse will decide whether or
not to change its form of Municipal Government. The City presently
operates under the General Law System. Voters are being asked to con-
sider a change to Home Rule Charter status. Also, on the ballot is a list
of twenty four candidates who have made application to serve on the
Charter Commission. From this group, voters will be asked to select fif-
teen members to the Commission.
As a General Law City, Sachse has limited authority. This authority
is restricted to performing services and regulatory powers as defined by
the State Legislature. If there is no state law authorizing or specifically
implying authority for a particular General Law City action, none may
be taken.
General Law cities look to the State to tell them what they may do.
However, Home Rule cities look to the State and Texas Constitution to
tell what they are forbidden to do. In other words. Home Rule cities have
the inherent authority to do anything which qualifies as a "Public Pur-
pose" and is not contrary to the Constitution or laws of the state. This
gives the city more flexibility to initiate programs to solve problems
whenever they occur.
If voters elect to go to Home Rule Charter status on November 5th,
then the citizens of Sachse must develop a City Charter. This charter
is the document which establishes the size and method of electing the
governing body and the kind of administrative staff the city desires. Home
Rule also gives the city broader annexing powers as well as the power
of initiative, referendum and recall.
The City Charter must be developed by fifteen citizens of the city who
have been elected by the voters. Once elected, this Charter Commission
has until February l, 1986 to write the proposed charter and present it
to the City Council. The City Council will conduct an election on April
5, 1986 for the purpose of giving the voters in Sachse an opportunity
to either accept or reject the proposed charter. Prior to the election, the
Charter Commission is responsible for seeing that each voter has a copy
of the charter which is being proposed.
During the election on November 5, 1985, Sachse voters will be voting
on two items. First, shall a Commission be chosen to frame a new charter?
Secondly, if a majority of the qualified voters vote in the affirmative,
then which of the fifteen people on the list of twenty four shall be selected
to serve as members of the Charter Commission?
On this ballot, a voter will have the opportunity to say no to the first
question, voting against the framing of a new charter, and still vote for
his choice of Charter Commission Members should the majority of voters
elect to frame a new charter.
The polls open at 7:00 a.m. on Tticsday, November 5, 1985 and close
at 7:00 p.m. Voters are encouraged to participate in this important elec-
tion The polling place is at the Sachse City Hall.

Second place in the economy late model division at Superbowl Speedway in Greenville. Wayne
Daniel, last year's champion, was the driver for the Odie Hall Realtors car this year. Wayne, his
wife, Charvl, and son, Patrick "Buddy" are newcomers to the Wylie area. Wayne says he really
enjoys living in this area and driving race cars. Our area was well represented this year with Spence
Construction car driven by Marcus Spence and Rushin Lumber car driven by Kevin Rushin.
Sonny Hall stated, "Second place was nice, but we are going to try really hard for first place
in the 1986 season."

The Emergency Food Assistance
Program operated by the Texas
Food Bank has notified the City of
Sachse that government commodi-
ties will he made available to
residents of Sachse that are on a
limited income or are over the age
of 60 years. Persons are
automatically eligible if they
receive Food Stamps, SSI or
Medical Benefits. For more infor-
mation about eligibility, call the
library at 530-8966.
Tuesday, November 5, 1985 the
voting polls in Sachse will be open
from 7:00 a.m. until 7:00 p.m.
Residents living in PRECINCT
2202 will vote at Sachse City Hall
(community room). Arsons living
in PRECINCT 2203 will vote at the
Sachse Fire Station.
Voters at BOTH LOCATIONS
will cast ballots on 14 Constitu-
tional Amendments.
Sachse residents will also vote on
a Charter Commission and vote
for those persons w ho will serve on
the commission.
Twenty four (24> names are on
the ballot as candidates to serve on
the commission. Only fifteen (15)
will be elected.
Voting on the Charter Commis-
sion and to elect those who will
serve on it will be at Sachse City
Hall ONLY for both Precinct 2202
and Precinct 2203.

a list of the names of the persons
who have signed up to be elected
to serve on the Charter Commis-
sion are listed on page 9 of the
Sentinel.
