aid of the ladies of L. S. Hons
Chapter U. I). C in making prep
arations to entertain the state con-
vention of the United Daughters
of the Confederacy to he held in
Bryan in December. This is one
of the Urgent Mate 'conventions in
the organization and several hun-
dred dollars will be required to
entertain the visitors properly. So
f ar only a very small amount has
been ruined but from now on the
ladies will he active in tbeir work.
One way to raise these funds
will he through highly meritorious
entertainments the first of which
will be given at the opera house
Friday evening April '20 "and for
which the ladies are preparing a
fine program. Make it a point to
attend thirt enjoy yourself and at
Odcoo Male Quartette and Miss Nettie
Jackon Accompanist and Soloist
Opera Moose Monday Nirht.
No doubt but that one of the
bent entertainments ot the season
will be that of the Odeon Quar
tette Monday night. It is recom-
mended as one of the Itest quar
tettes in the United States. There
is no rnu-tio superior to well
trained male voices and the en
eemble ting? ng ot the J eons is
not surpassed. Miss Jackson is
an artist and her work alone is
well worth the price of admission
Lyceum members are urged to be
present and it is suggested that
reserved teats le secured at once
as a full house is expected.

session last night! Mayor 'Harri-
son' resignation having taken ef-
fect April 1 Mayor Tro Tern tV. S.
Howell presided at the meeting of
the old council. All officers were
present txcept Alnerman Steven
son and Secretary Spell. M. 0.
Nail was present as acting secre-

The secretary's report showed
total collections of $34.57 for
month of March.
The returns 01 the city election
were canvassed and the result of-
ficially declared.
J. E. Butler was duly sworn in
as mayor aud J. E. Covey and J.
V. Batts as aldermen County
Judge A. U. Board administering
the oath of ollice.
On motion the old council ad
journed and the new council was
called to order by Mayor Butler
who then read the following rec-
ommendations: To the City Council of the City of
Bryan:
The statutory laws of the state
among other things require ot
the mayor that he "shall from time
to time communicate to to the city
couucil all information and recom
mend all such measures as may
tend to the improvement of the
nuances the police health secur
ity cleanliness ornament comfort
and good government of the city."
It could not be reasonably ex
pected that one entering upon the
duties of mayor for the first time
would be in the possession of infor-
mation that would enable him to
cover all the subjects embraced in
that law. I certainly am not and
for that reason will not attempt to
do so on this occasion. However
there are certain matters of such
vital importance that I feel they
should have your immediate atten
tion and to that end I respectfully
recommend:
First That your finance commit
tee be required to make a fall and
complete investigation of the
finances of the city including the
receipts and disbursements of all
revenues from whatever source de-
rived together with all sums due
the city from delinquent taxes or
any other source; and that you
clothe them with the power to con
tract with an expert accountant.

city and make a full report there
of to the council as soon as th
work can be done
To my mind too much impo
tance cannot be attached to this
matter. In the first place the
present a Iministration being charg
ed with the administration of the
affairs of the city is entitled to in
formation exact in its character as
to the true condition of the city's
finances. Secondly if there have
een been any errors committed in
the past they may now be cor
rected.
I have been informed that for
quite a number of years the gen
eral revenue fund has not been suf-
dent to pay the expenses incur
red againse it and that same is
now behiud to a considerable
amount.
It would certainly seem that
ity with taxable values of nearly
million and a half of dollars from
which to derive a revenue ought
certainly be able to meet its ordi
nary running expenses and that it
does not do so would indicate
either one of two things: that the
revenues are not closely collected
or that the expenses are too great.
The investigation I suggested
would reveal which of said reasons
exists or whether either does and
enable you to provide the proper
remedy.
Second: The neit mattdr to
which I wish to call your attention
is that of water and light. When
a corporation obtains from the
public a franchise to use public
property for its business and un-
dertakes to furnish tlm public any
commodity it assumes the duty
and obligation that its service will
le ample for all purposes for which
it is intended. This is the law
with regard to all corporations un-
dertaking to serve the public and
applies with greater force to the
corporation which has undertaken
to supply the citizens of Bryan
with water and light for the rea-
son it not only obtained the ue of
public property (a right which the
original organizers of the company
valued at thousands of dollars) free
of charge but one-half if not more
of the money originally Invested
in the plant was furnished by the
city of Bryan. That the company
has not complied with its duty is
too well known to require discus
eiou. The question with which we
have to deal is how to remedy the
tlm trouble. The vast interest at
stake demands at your hands
remedy both speedy and effective.
In order to accomplisii mat pur
pose I suggest that your water
and light committee be empowered
in connection wub said company
to employ a competent machinist
to co over the plant and ascertain
just what will be necessary to put
it in conuuion so mat uoiu us wa
ter and light service may be ample
for the needs of the city. It is my
opinion that the owners of the com
pany will le w illing to do this as
it will result in their benefit as
much as for the public and they
can't but realize that their plant is
not now in that condition. If
however they should decline the
proposition the council should then
take such action as will result in
the accomplishment of that end.

gas plant for lighting heating and
cooking purposes to lay under-
ground initis and supply the pub
lic. Referred to a committee com
posed of Aldermen Howell Covey

Resolutions in accordance with
the recommendations of Mayor
isutler regarding city finances and
water ana light service were
unanimously adopted.

session of the legislature of the state

would be in favor of a law prohibit

pateut medicine in the state of Texas
unless the ingredients of the said
medicine were printed in plain Eug

constitution aud to the people so as
to have elections for all officers

viding for paying all veniremen
drawn to serve as Jurors lu capital
canes if they in obedience to sum-
mons attend court whether they are
