America's second wartime Christmas finds the nation more
conscious of the values of those qualities of physical, mental,
and moral hardiness that are the outcome of Scout training.
We commend to all in positions of leadership the importance
of the Program of Emphasis as presented on page 7, Surely
all will agree that Scouting's job in 1943 is to "toughen up,
buckle down, and carry on to victory." The Boy Scout Week
Program, on page 3, affords the leadership of Scouting an
opportunity to get into action promptly with this program.
The importance of diligence and perseverance in holding
and expanding our registered membership was never greater.
The manpower problems increase the responsibility of Local
Councils, sponsoring institutions, and Troop Committees to
promptly fill vacancies in Troop and Pack leadership, and
thus make sure that boys do not lose out because of the re-
quirements for Military Service.
