A Program for Action by Scouters
in the National Emergency
Now Is The Time To Recruit Each Troop To Its Full Strength
AS everyone in Scouting real-
izes, we are in the midst of a
great national emergency caused
by the war.
While we recognize the urgent necessity for military
preparedness here in the United States, many leaders
in the field of education and many responsible for the
programs of various organizations including Scouting,
are deeply convinced that, after all, the paramount
need in National Defense is the
strengthening and invigorating of
our democracy.
This, those of us in Scouting
propose to do by an intensive ef-
fort not only to make our program
more effective because of the thor-
oughness with which we will
carry on, but to extend its influ-
ence to more men and boys.
We recognize the handicap of
planning a special program at this
time of the year because of the ..
camping and vacation season, but
the war goes on. The problems increase daily and the
seriousness of the situation is such that every leader in
Scouting and Cubbing is summoned to make his re-
sponsibility as a leader his first thought, so that we
may give all we have in strength, vitality and re-
sources to doing everything in our power for the
good of the country through the Boy Scout Movement.
Regardless of what may be developed later, there
are some things which we recommend for action now.
1. Promote the Statement and Pledge
We recommend active participation in an organized
effort to have every Scouter and Cubber and the par-
ents of every Scout and Cub and, indeed, others, accept

This statement with the appeal appears also in the Sep-
tember issue of Boys' Life, and copies are available in
leaflet form through your Local Council.
It will be recalled by many Scouters that in connec-
tion with our National Rededica-
tion effort two years ago when the
conditions were not nearly so seri-
ous, the Scout Field proved to be
one of the most effective of all the
National Agencies in securing sig-
natures to the rededication. One
Council alone was responsible for
70,000 people formally rededicat-
ing themselves.
The procedure now suggested is
very simple. No effort will be
- made to collect the signed pledges
but, rathen, encouragement should
be given for the display of the signed statement in
homes and offices and in some cases in Troop meeting
places. This simple procedure will help to stimulate and
inspire practical action for the advancement of our
democracy.
2. Promote an Intensive Troop Program
You are urged to begin now the development of
plans which will result, in September or October, in
having the Scout Movement in your territory at its
highest peak of efficiency. In a personal message sent
recently to all Scout Executives, I have urged them—
with the cooperation of the Council President, mem-
bers of the Executive Board and the various Operating
