SEA SCOUTING is a program of adventure on the water for older
boys and young men. It is a vigorous, manly program that appeals
to the imagination of youth. It is a program of character building,
with the Scout Oath and Law as its guiding principles.
• Sea Scouting has gripped the imagination of the boys of America
and by thousands they have responded to the program that gives
them exciting activities under safe leadership. The interesting thing is
that the program is equally popular with boys on the plains in the
Middle West and boys along the shores of the Great Lakes and on the
Atlantic and Pacific Coasts, for it has proved possible to carry on an
active Sea Scout Program in any part of the country. Indeed, the
Regional Sea Scout Flagship was twice won by a Ship located in
Topeka, Kansas, which is almost the exact geographical center of the
United States.
% Each year sees an increase in the number of Sea Scouts and the
number of Ships. Nine short years ago there were only 1,100 Sea
Scouts throughout the entire United States organized in a few com-
munities. On December 31st, 1934, there were 19,448 Sea Scouts
organized into 1,041 separate units known as Ships, besides many
Patrols of standard Troops, and every Region has happy groups of
boys carrying on Sea Scout activities.
• Sea Scouting has an important part to play in connection with
the Ten Year Program. The older boys in the Troop are organized into
a Sea Scout Patrol and without losing identity with the Troop they
carry on Sea Scout activities, advancing in rank and practicing the
elementary principles of Seamanship.
• The National Flagship last year was the Sea Scout Ship "Ranger"
of Portland, Oregon. The flag was presented before 20,000 people at
the Rose Festival and the Ship was signally honored by receiving the
following telegram from President Roosevelt: "Please convey to the
Officers and Men of the National Sea Scout Flagship Ranger of Port-
land, Oregon my hearty congratulations and sincere commendation
on their great achievement in being selected as the outstanding Sea
Scout Ship in the United States."
• The record of Sea Scouts is one of exceptional achievement. They
are found on the honor rolls in schools and colleges. They are outstand-
ing in any group of young men; they have performed deeds of heroism
that prove the value of their Scout training.
Allow me to congratulate the Boy Scouts of America on their notable achieve-
ments during the last quarter of a century and in wishing them a successful real-
ization of the aims of their Ten Year Program. I recognize the salutary emphasis
Boy Scout training places on the ideals of citizenship. Your Program for the next
decade, planned to extend the benefits of Scouting to include an even greater
number of young Americans, gives promise of a more inspired citizenship for
the future.
