The attention of all scout officials is directed to what will
prove a welcome radical change with reference to Eagle
Scouts, as is fully described on page 44:
First: The rank of the Eagle Scout is from and after
January 1st, very definitely limited to those who_ have
records of service as first class scouts for a full period of
one year.
Second : Definite decision has been reached, after care-
ful study not to provide any rank higher than that of
Eagle, but provision has been made for the award of Palms,
under certain very definitely stated conditions. These very
definitely limit this award to those whose records show
continuous relationship to the troop and a demonstration
of ability of leadership, as well as scoutlike conduct.
Another important change in connection with the award
of Eagle Badges is that hereafter, upon the recommendation
of the Committee on Badges, Awards and Scout Requirements
and other scout officials in the field, these will be paid for by
local councils, in the same way as all other badges awarded
by the Boy Scouts of America, and not from the treasury of
the National Council. The funds thus saved will be made
available in further service to the field in other directions. All
applications for Eagle Scout badges from and after January
1st should be accompanied by remittances for the cost of the
badge at $1.50 each.

This new provision, which has been made possible through
the generosity of the Harmon Foundation, will interest all
who, on December 31st are Eagle Scouts. It becomes im-
mediately effective. Blanks may be secured by those who are
interested, in order that applications may be made for the
benefits of this award. It should be given widespread local
publicity. $7,000 is being made available annually by the
Harmon Foundation to make its provisions effective. Fifty-
two Eagle Scouts may qualify annually.
