California in April 1995. Region 6 in-

information about wellness and various
health problems. Available 24-hours a day
it also offers individuals an opportunity
to speak to a registered nurse before seek-
ing medical care.
TRICARE Prime enrollees receive a
book “Take Care of Yourself” a handy
reference manual that includes informa-
tion about healthy habits working with
doctors and managing medicines.
Another feature of the TRICARE con-
tract is the requirement for access stan-
dards. The contractor’s network of civil-
ian providers must be sufficient to ensure
access to care for TRICARE PRIME and
Extra programs. Some of the access re-
quirements are as follows: a patient’s
travel time should not exceed 30 minutes
from home to health care delivery site
emergency services is available and acces-
sible 24 hours 7 days a week waiting
times in offices (non-emergency) do not
exceed 30 minutes same-day appoint-
ments are made within 24 hours routine
appointments within seven days and well
visit appointments not to exceed four
weeks.
Because Darnall clinics are not primary
care sites at this time access standards do
not apply.
However Darnall in the past two
months has increased the number of ap-
pointments in the Family Care Clinic sig-
nificantly reduced the number of no-shows
in the Family Care Clinic gone from a
daily average of 2400 prescriptions in the
Pharmacy to 3700.
As a retiree who has not used medi-
cal facilities do you still have to pay
annual fee or can you wait until medical
service is needed?
Of the three TRICARE options only
Prime requires enrollment and an an-
nual fee for retirees. The annual fee is
paid at the time of enrollment either in a
lump sum or in four equal installments
($230 for individuals $460 for families).
The annual fee is not refundable if you do
not use medical services or if you wish to
disenroll.

TRICARE Standard is the same as
regular CHAMPUS no payment is re-
quired until you receive medical care.
Then you pay the annual deductible and
copayments. TRICARE Extra is the same
as TRICARE Standard but with a 5 per-
cent discount on copayments. As with
Standard no payment is required until you
receive medical care. Then deductibles and
copayments apply.
If you elect the TRICARE Prime op-
tion you should not “wait until you need
it.” Enrollment in TRICARE Prime does
not become effective immediately. If you
enroll before the 20th of any given month
your enrollment becomes effective the first
day of the next month. For example if your
enrollment form is received Jan. 18 the
effective enrollment date for services is
Feb. 1. If your enrollment application is
received after the 20th of any given month
month the effective enrollment date is
March 1. Between the time the enrollment
form is mailed and becomes effective you
may continue to use Darnall Army Com-
munity Hospital on a space available ba-
sis.
If Prime enrollee where are records
kept and how do they get to the Pri-
mary Care Manager?
Medical records are property of the
U.S. government and will be stored
in the Outpatient Records Room at Dar-
nall. However copies of medical records
can be sent from Darnall to a Primary Care
Manager. To obtain a copy pick up the
request form at the “Medical Release of
Information” office in Room 1556 across
from Outpatient Records.
Is there going to be something like
a PRIMUS again?
The PRIMUS Clinic system ended
Sept. 30. In its place Damall will
operate government-managed clinics pro-
viding the same services that are currently
available at Damall including optometry
services. The difference in PRIMUS clin-
ics and government-managed clinics is that
the clinics will be managed by experienced

military members and staffed with both
military and civilian care providers.
The first Family Care Clinic opened
within Darnall Oct. 2. The second clinic
opened in December at 2201 S. W.S.
Young behind Plaza Hotel in Killeen. The
anticipated opening of the third clinic is
late January. Former PRIMUS enrollees
will be the first patients to receive care at
the Family Care Clinics in Killeen and
Copperas Cove.
My due date is five days after hus-
band’s ETS date. How can we get
an extension?

Individuals released from active duty
are not entitled to military benefits
such as medical care including maternity
care. The exceptions are “Early Out” pro-
grams. The Department of Defense pro-
vides a “Continued Health Care Benefit
Program” available for purchase by the
servicemember for a minimum of three
months. Information is available at the
Outprocessing Center in Building 121 the
Managed Care Division across the park-
ing lot from DamaH’s main entrance or
by calling 288-8155.
Why can’t I have a tubal ligation at
age 20?
As a general medical principle
urgical sterilization is not the most
appropriate means of birth control for
people ages 20-25. This is a permanent
procedure and there are other means of
birth control with as high effectiveness rate
as a tubal ligation like birth control pills
IUDs and Depo-Provera. Physicians have
the choice to decide which procedures they
deem medically acceptable to perform.
Why does it take so long for an
appointment at the Women’s Health

for a PAP smear?
Active-duty females and active-
duty family members have priority
for PAP smears. Because of the large vol-
ume of patients appointments are some-
times difficult to schedule on a timely ba-
sis. For this reason Darnall regularly
schedules special clinics for procedures
having long waiting periods. A special
Pap smear day was held Dec. 7 to elimi-
nate the waiting list. Over 450 women re-
ceived Pap smears. There were 60 cancel-
lations and 60 No-Shows.
What rights does a Reservist or Na
Guard have for using DACH?
While on active duty Reservists and
National Guard members are entitled
to full care for any injury incurred during
this duty period. Illnesses that are diag-
nosed during a duty period will also be
treated.
If a Reservist or NG member would like
to be treated for an illness/injury that ex-
misted prior to service (before this particu-
lar duty period not before the time entered
in service) they may go to sick-call at
various locations.
Members should not seek civilian care
for an illness/injury incurred during a duty
period without prior approval unless it is
an emergency situation.
Upon completing the duty period. If a
member seeks care for an illness/injury
that occurred during the duty period a line
of duty investigation must be completed.
The member should contact his/her unit
Administrator for instructions on obtain-
ing care in a military facility. By going
through the unit administrator the mem-
ber can be placed on duty status when re-
porting for medical care. The outcome of
medical given to the member will deter-
mine whether or not the members is en-
title to further benefits.
Reservists or National Guard members
will not be given priority over patients who
have been waiting for appointments.
