This issue represents the 1983 Annual Index. The cumulative index for
Volume 8 combines the first three quarterly indexes of 1982 with an in-
dex to the issues of the last quarter (October through December 1983,
numbers 74 through 96). The open meetings which were published in
issues from January through September have been omitted; otherwise,
this cumulation supersedes the earlier indexes, dated May 4, July 30,

of five sections:

TAC Tiltes Affected
The Agency Guide section is a compilation of the
monthly guides published for each of the previous
three months. The arrangement of agency names
is alphabetical, with agencies listed by the first key
word in the name (Corrections, Texas Department
of). Schools are listed under their full names (Texas
A&M University System) unless the first word is
"university" (Hoston, University of), and regional
governmental bodies are listed under their full
names (Deep East Texas Council of Governments).
All agency names appear in capital letters. The
1983 Agency Guide is published in a separate vol-
ume.
Under each agency entry, the rule chapter titles are
alphabetized followed by the types of action taken
during the last year. Each subchapter title affected
in that chapter is alphabetized under the applicable
type of action (emergency, proposed, adopted). Fol-
lowing the rules is a listing of non-regulatory no-
tices. This list is a compilation of items found in
the "In Addition" section of the Texas Register and
other non-regulatory information, such as guber-
natorial appointments.
Requests for opinions, opinions, and open records
decisions of the Office of the Attorney General, and
the administrative decisions of the Comptroller of
Public Accounts are also included in the Agency
Guide section. They are arranged numerically by
the numbers assigned by the issuing agency. Brief
subject descriptions are provided for the contents
of each ruling. Entries that refer to actions of the
Office of the Attorney General are designated by
abbreviations in both the Agency Guide section and
the Subject Terms section: RQ-request for opin-
ion; JM-opinion of the Attorney General Jim
Mattox; ORD-open records decision.The Subject Terms section provides access to the
subjects covered by rules appearing in the Texas
Register. Subject entries appear in capital letters
and are listed alphabetically. Crossreferences to
preferred subject terms (DAY CARE CENTERS see
CHILD CARE FACILITIES) and to subject terms sup-
plying additional information on a similar topic
(HIGHER EDUCATION see also COLLEGES AND
UNIVERSITIES) are also provided. Agency names
are included in this section only when there is in-
formation about a particular agency. Laws, both
state and federal, appear in the Subject Terms sec-
tion under the heading "Laws of Texas" and "Laws
of the United States," respectively.
The Appointments and Replacements section is an
alphabetical listing of personal names of ap-
pointees to positions in state government. The ab-
breviation "A" or "R" following the name indicates
the status of the appointment: appointed or re-
placed. Users wishing access to an appointment
by the agency name rather than by a personal name
should consult the Agency Guide section. Agencies
to which appointments have been made are listed
alphabetically under GOVERNOR, OFFICE OF THE,
under "Non-Regulatory Notices."
The Open Meetings section is a list of all open
meetings published during the last quarter.
Meetings are listed under the agency holding the
meeting, chronologically by the dates of the
meeting.
The section on TAC Titles Affected is a list of the
chapters of each title of the Texas Administrative
Code affected by documents published from July
through December. The listings are arranged in the
same order as the table of contents of the Texas
Administrative Code.
Page numbers in the June 4, 1982, issue were in-
correct and will appear in parentheses in this index.
Correct page numbers will immediately precede
each parenthesis.
