The state at last is about to
keep its promise to 46,000 Texas
school teachers, in the view of
Senator Clay Cotten of Pales-
tine, who Wednesday introduced
a bill signed by thirteen sena-
tors, to appropriate $3,500000
annually from the general rev-
enue fund for teachers' retire-
ment, according to despatches
from Austin.
Former Speaker Emmett
Morse of Houston has offered
the same bill in the house,
and though it happened to
draw the calendar number 13,
it was lucky enough to muster
seventy-eight signers, three
more than half the member-
ship.
The Cotten-Morse bill, spon-
sored by the State Teachers'
Association, seeks to avoid in-
volvement in any controversy
over specific tax measures, by
allocating teachers' retirement
money direct from the general
fund at the rate of $3,500,000
a year until the state catches
up with the four year accumu-
lation of teachers' assessments,
now exceeding $7,000,000
Mr. Morse began working on
this measure soon after Attor-
ney General Gerald Mann held
that the legislature legally
could appropriate teachers' re-
tirement money out of the gen-
eral fund.

festival in Austin to revive and
spread Texas' folk dances, bal-
lads, negro spirituals, cowboy
yarns and legends as well as
other types of folk lore.
First call made on the new
bureau of research in folk fes-
tivals, according to Director W.
A. Owens, is to advise Hunts-
ville citizens and the Sam Hous-
ton State Teachers College how
to stage a San Jacinto Day
program April 21—a day-long
session of folk dancing, fiddling
! and ballard-singing.
Owens has already received
| inquiries from Corpus Christi
and Temple regarding festivals
similar to that planned for
Huntsville.

around Huntsville, Owens said,

—the seven-ton bronze monu-
ment to the Texas mustang
that will soon be erected on
the University of Texas cam-
pus.
The statuary—gift of Ralph
R. Ogden of Austin, oil man
and cattleman—depicts a stal-
lion, five mares and a colt gal-
loping down a Texas hillside.
Modeled from actual cow-
ponies on a ranch near Heb-
bronviile, the monument was
executed by A. P. Proctor, not-
ed New York artist and one
of America's outstanding west-
ern-life rculptcrs.
Almost ready for casting, the
statuary will be erected in front
of Texas Memorial Museum in
June, Dr. E. H. Sellards, direct-
or, has announced.

promote a law "requiring own-
ers of motor vehicles to pay
all their ad valorem taxes on
such vehicles before a state
license may be issued."
The Mayor pointed out that
such a law would mainly affect
those automobile owners who
own no real estate.

the University of Texas is try-
ing to answer, and its Bureau
of Industrial Chemistry attacks
the Texas farmer's cotton
problem by straight-from-the-
shoulder methods.
Dr. Simon Williams, Univer-
sity research technologist, is
setting up a testing laboratory
—complete with "pilot plant,"
or miniature textile factory—
to prove, first, what Texas cot-
ton can do; second, what is
the best type of plant to con- j
vert Texas staple into cloth.
