Unemployment down in Texas, U.S.
Good news came to both the United
States and Texas economies in the first
three months of 1987 as unemployment
rates moved downward in both markets.
Economists cautioned against premature
optimism by pointing out that weakness
remains in the nation's economy, and the
state's Jobless downturn is still too short
lived to establish a trend.
In the United States the jobless
statistic remained at 6.7 percent of the
civilian labor force in January and February
then fell to 6.6 percent in March. Although
the level of unemployment rose in these
months almost all of the gain was in the
service area with little change noted in
goods producing sectors. The nation's
unemployment rate averaged 7.1 percent in
the first quarter of 1986.
In Texas the jobless rate, which had
remained above nine percent since August,
1986 fell from 9.6 percent in January to 8.7
percent in Feburary to 7.9 percent in March.
Bureau of Labor Statistics economists
cautioned that the state' economy continues
weak, and noted that the decrease in
joblessness can be explained in part by the
number of person who have dropped out of
the labor force. The Texas unemployment
rate stood at an average of 7.6 percent in the
first three months of last year.

weakened labor market
The unemployment rate in Erath
county rose sharply in January as post-
Christmas layoffs adversely affected the
county's employment pattern. Although the
jobless ratio returned to more normal levels
in following months the average level of
unemployment remained higher than the
figure for the previous year. Other counties
experienced similar labor market weakness
as all reported higher Jobless statistics.
The Erath county unemployment rate,
which stood at 6.1 percent in January, fell to
5.3 percent in February and 4.3 percent in
March. The average level of this statistic in
the first quarter of 1986 was 4.6 percent. In
Bosque county the Jobless rate remained
steady at 4.2 percent in the first two months
of 1987 before easing to 4.1 percent in
March. The average level of unemployment
for the first three months of last year was 3.6
percent.
Comanche county experienced a
gradual easing of Joblessness during the first
quarter from 8.2 percent in January to 7.8
percent in February to 7.1 percent in March.
In the same quarter of 1986 this ratio
averaged 7.5 percent.
In Eastland county the jobless rate
rose from 8.5 percent in January to 9.0
percent in February, then declined to 8.2
percent in March. The average level of
unemployment for the same months last year
was 5.4 percent. Hamilton county reported a
Jobless rise from 3.6 percent in January to
4.1 percent in February, but noted a decline
to 3.2 percent in March. The unemployment
rate in the first quarter of 1986 was 2.7
percent.
Building permits low
for City of Stephenville
A low value of building permits issued
by the City of Stephenville during March,
1987 combined with weak performances in
the previous two months to give the city the
lowest first quarter permit value in seven
years. This was not good news to local
builders emerging from another slow year in
1986.
The City issued a total of 54 building
permits in the first three months of 1987,
representing construction values of
$1,485,320. This estimate was 18.2 percent
below the figure for the same period last
year and 49.6 percent less than the value for
the January-March span of 1985. Building
permits are a widely acknowledged leading
indicator of construction activity.II
