Juan Creel returned to Chihuahua
westerday after 'a week's stay in El
Paso. Mr. Creel is heavily interested
In El Paso property and is well satis-
fied with his investments.
Mr. Howell special treasury agent
who came here from New Orleans last
fall on account of his' health is very
ill at Hotel Dieu. He was some better
today and little fear is now entertained
for his recovery.
Antanacio Manzanares the assistant
undertaker at Nagley. Lyons and Mc-
Bean's establishment his been sick for
several days but is able to be at his
post again today.
A. S. Brooks first lieutenant in the
18th I'nited States infantry came in
last night from Ft. Bayard where he
has been in the hospital receiving treat-
men for lung trouble contracted in
the Philippines. He returned from
Manila last July after sixteen months
service and has been at Fort Bayard
the greater part of the time since. He
will leave tonight for San Antonio
where he will be examined for a promotion.
THE ARMY CANTEEN
AND ARMY MORALS.
A Striking Example of the Poor Policy
that Prompted the Abolition of the
Post Exchanges.
After all the fuss that has been made
about the army canteen it is a question
whether It will prove a success from a
moral standpoint.'
a iiere was a lively time at Ft. Bliss
Sunday night when a half score of the
negro soldiers returned to the post af-
ter a night in the city. They were all
drunk and made things lively about
the post.
Major Ixugh borough the commander
of the post when asked what he
thought of the canteen law said:
"Is it a good thing? I will leave that
to you. When the canteen was allow-
ed the men would go there and take a
few drinks of beer and spend the rest
of lueir time around camp. Now when
they are ofT duty they wil! go to town
or anywhere they can get liquor and
gel enough In one day or night to last
them for a month. Beer cost the sol-
diers very little money under the old
canteen plan but now that. they cannot
get their drinks at the post they are in-
clined to wander off and get into mis-
chief." Another thing the major mentioned
was the fact that outsiders are always
ready to cater to the wants of the sol-
diers where they have no canteen. He
states that since the canteen at Fort
Bliss closed the saloon this side of the
fort has been opened and he has a great
deal of trouble in keeping the men
away from the resort.
Similar reports come from other pla-
ces where canteens have been closed
and It is said that army officers gener-
ally claim that the abolition of the
canteen will be in every way bad for
the army.
