SUCCESS OF ZIONIST CONGRESS
IN HANDS OF AMERICAN
JEWS SAYS KEREN HAYE-
SOD TREASURER.
Whether the Twelfth Zionist Con-
gress to open in Carlsbad around Sep-
tember 1st will be "as fruitful as it
should be" will depend upon the
promptness of the Keren Hayesod
Committee Jewish Organizations and
individuals in remitting the sums of
money pledged for the Palestine
Foundation Fund. This is the emphat-
ic statement made by Hermann Con-
heim treasurer of the Keren Hayesod
Bureau for the United States in a
statement issued the other day.
Following is the statemnt:
Within a few weeks the World's
Zionist Congress will convene in
Carlsbad. It will meet under difficult
conditions and will face serious prob-
lems. Whether or not the Congress
will achieve great things and fulfill
the expectations of the Jews of the
world will depend largely upon the fin-
ancial resources that will be at its dis-
posal for the great tasks which the
World Zionist Organization has un-
dertaken in Palestine.
Within the past few days there ha;
come from Dr. Chaim Weizmann
president of the World Zionist Organi-
zation a cable message which carries
a reassurance and a warning. We are
assured that "there is no cause for se-
rious anxiety" for our ultimate suc-
cess in the political field but we are
warned at the same time that a very
great effort is required to enable the
World Zionist Organization to initiate
without a moment's delay construc-
tve work in Palestine. Dr. Weitzman's
message refers more specifically to
the Land Mortgage Bank and the be-
ginning of the Ruttenberg Scheme for
hydro-electric development
The events of the past few months
have made it increasingly clear to all
thinking men that the difficulties
we have experienced and are exper-
encing in Palestine are due chefly to
the lack of sufficient funds with which
to carry on the work. Once we demon-
strate to the Great Powers to the
Arabs and to our enemies from with-
in and from without that the Jewish
people is determined to discharge its
historic obligaton and rebuild the Na-
tonal Home our present difficulties
will disappear.
The Jews of Eastern Europe
crouching under the double burden of
economic distress and political disabil-
ties have responded nobly to the call
of the Jewish Homeland. They are
ending forward the flower of their
youth as Chaluzim to restore Pales-
tine to its former fertility and pros-
perity. The Jews of Poland of the Ukraine
of Galicia are straining every nerve
depriving themselves of the very ne-
cessities of life to help realize the
Jewsh dream. The Jews of Poland
alone have contributed one-seventh of
the total collections of the Keren
Hayesod.
We in America are only at the be-
ginning" of our effort By our contribu-
tion to the Keren Hayesod we are
miking possible the immediate be-
ginning of several greatly-needed
economic undertakings In Palestine.
With the money already given by the
Jews of America the Land Mortgage
Bank so long desired will soon be es-
tablished. Approximately $5000000 has been
promised for the Keren Hayesod dur-
ing Dr. Weitzmann's stay in this
country. Of this about ten per cent
has thus far been paid in cash. Due to
the season of the year the Keren
Hayesod is not now conducing a gen-
era campaign throughout the country
but it is absolutely necessary that an
additional half million dollars in cash
be secured before the Zionist Congress
meets.
Within two weeks the American
delegates to the Zionist Congress will
leave for Carsbad .They must not
come there empty handed. They must
bring with them the wherewithal
which will make the work of the con-
gress as fruitful at it should be.
We therefore call upon all Jewish
organizations Keren Hayesod Com-
mittees and individuals who have
pledged or who have accepted certain
quotas to send in the maximum
amount of cash possible within the
next few weeks. Let everyone ask him
self whether the amount that he has
pledged represents th maximum that
he is able to give; whether it ap-
proaches the Maaser level which is to
guide our offerings for the Keren
Hayesod; and whether he has paid in
as much on account of his pledge as
he can or should.
Let all those who have enrolled in
the army of workers for the Keren
Hayesod everywhere make it their
particular obligation within the next
fortnight to see to it that every Jew
who has given enough; that those who
have not as yet given shall do so at
once and that those who have given in
part shall give more immediately
and in cash.
Let all treasurers of local commit-
tees forward all funds in their posses-
sion immediately to the Keren Haye-
sod Bureau to be transmitted at once
to London.
I appeal to all friends of the Keren
Hayesod to refect that upon them
rests the responsibility of making a
success of the Jewish National Home;
to spare no effort in order to enable
us to place the necessary sums of
money at the disposal of the World
Zionist Congress.

DIFFERENCES.
An Address by Dr. Louis Groiwmann.
The Ups and Downs in Life have
troubed men exasperated them and
perplexed them ever since they have
had eyes and ambition. And they will
worry get angry and fidget into all
sorts of notions for as long as they
will regard the shift of fortune and
misfortune arbitrary and unfair. The
Ups will approve and the Downs dis-
approve. These will smile and those
will grumble. It has become almost
part of human nature and human
lfe. We dress up these notions into
science and philosophy and theology
But at bottom they are moods sup-
ennduced by our condition. The lucky
say Yes and the unlucky say the ever-
lasting No. We want to climb up the
ladder and we find that while we get
hold of the rung somebody is stepping
down on us. And those of us who must
go down feel the forward hand of
those ascending who will not leave
us room even for undisturbed with-
drawal. The difference between men will
never cease. There will always be
.those who have a knack for rising or
climbing or achieving things and
there will always be those who will
go down or lapse or lose. The gifts
are not goods that can be distributed
equitably or divided in balanced
shares. The laws try to adjust differ-
ences but nature or life or experience
lestores them.
The unrest today as all unrest in
every period comes from a deep
source. Some blame the laws some
blame the officials; some the pas'
which they say is carrying dregs into
clear water; some blame the future
or rather the illusions whose imagin-
ed beauties are designed mainly to
sharpen the ugliness of what is now.
But the blame is in none of them. It is
in life itself.
Those complain who have lost or
have never had the art of living. Pov-
erty is not the same as failure nor is
wealth the same as success except in
men who have lost their moral vision
and the right valuation of themselves
of those with whom they live and of
the world.
There are geniuses and criminals
it may be and not infrequently in the
same family of the rich of the poor
of the Ups and of the Downs what-
ever the Laws or the Social Level or
the state.
It would be amusing if it were not
so tragic to witness the upheaval of
our day and how men are trying to
