Sir I beg to call your attention first
to an extract from the speech of L nited
(States Senator Hchurz at St. Louis
last night as follows : "He then refer-
red to the fact that an election for a
new legislature is impending and
United States troops are there profess-
edly to enforce the laws in thut eleo-
tiou"but whether they will bo used im-
. partially or not will depend upon who
controls them.
"This control will bo in a great meas-
ure in the hands of United Slates Mar-
shal Packard who besides being mar-
shal was one of the principal uecompii-
ces of Judge Durell und Kellogg in the
usurpation two years ugo and is now
the managing spirit of the central
committee of the Kellogg party. This
is not a Jit person to control United
States troops to be used iu that elec-
tion. It is of the highest importance
that especially under existing circum-
stances the people of Louisiana should
not only liavo a fair election but also
they should be made have one. The
past performances and -present func-
tions of Mr. Packard are not calcula-
ted to inspire coulidence. I inn sure
the whole country would applaud an
order from the president relieving
Packard of bis official duties and the
substitution of a man ofsm-li charac-
ter thut everybody will believe him
incapable of ubusiug his power fur par

or attempted to use or control the
United States troops for political pur-
poses in any manner whutever. There
lias been nothing in our official rela-
tions to justify the charge that you de-
sigu to use troops for political purposes
or have you done so and if you
desire such an use I don't see how
you are to use them for any such pur-
pose for be aasured any such attempt
would be promptly and immediately
resented by both officers and men.
Those who make such charges are to-
tally ignorant of the character of the
regular troops and the indignation
thatwouldattei.d any attempt to use
them for political purposes.

meeting of colored republicans was
called for last evening to rutirythe
nomination of Chuuibevllau for gov-
ernor Congressman Elliott Cbunihcr-
hiin and olhers were announced to
speak. When the meeting assembled
it became apparent that its sentiment
was strongly ugainst Chamberlain.
Congressman Housser one of the In-
dependent republican leaders was
elected chairman over the nominees
of the regulars and Elliott Chaniber-
lin and other speakers tried vainly to
be heard their voices being drowned
in loud und continuous cbeern for
Judge Oreeii the independent repub-
lican candidate for governor. The
meeting adjourned about midnight.
The expected resolutions ratifying
tho nomination of Chamberluili were
not ottered.
New Oiilkanm September ill. The
stuto central committee of the peoples'
party had a meeting this afternoon.
Resolutions were finally adopted to go
into the November election with spirit
and energy. The propriety of non-
voting was discussed but the majority
against this proposition was over-
whelming.. The parish committees
participated in the meeting.
Tho following was distributed to-day.
It has bficn withheld for opinions re-
garding the lust paragraph. '

delivered to 'the officers of the United
States troops in command of the first

All citizens having in their posses-
sion arms or ammunition belonging
to the state are earnestly requested to

above indicated. Persons delivering
arms or ammunition will in no
wise be interfered with by the United
States or state authorities.

UH. Yesterday about 1 P. M. the north
bound mail train ou the Mississippi
Central railroad was precipitated from
an embankment over thirty feet high
three miles south of here. The ladles'
our and tho Pullman car were turned
over twice. No one wns killed but
fifteen were wounded one seriously a
colored man. Conductor Fowler wus
among the slightly wounded. The
names of the passengers are unknown.
The accident wus caused by a heavy
lain during the morning which under-
mined the bank. No blame Is attached
to tbo railroad company as the acci-
dent is regarded as unavoidable. The
south bound truin was turned north
and the passengers mail and express
transferred. Trains on time to day.
