erty that we are enabled to state to

that the entire Democrutie ticket of
Pallas county has been elected by a
round majority. The majority for the
State ticket is all relatively that we
joould ask. ' But our cheeks tingle
with shnme and mortification when

Men of Dallas county why is it that
a largo portion .of your number failed

pect by supinely remaining at your

of liberty in voting to perpetuate your

Tho trouble arises from the fact that
whilo all these officers were elected on
the second day of December 17M) Mill
they werp not installetl till ah nit the
2Hlh of April 1870 about a month after
Texas was formally restored to her
rights as a 8tato or the Union hy Cou-
itress. -
Now there is another provision of
tho Constitution designed especially
to inaugurate the first Bliito govern-
nicnt to be chosen under that instru-
ment. This provision renders the lir.it
clause abovo quoted inapplicable at
this time and most assuredly .controls
the tenure of tho flrft officers elected
under it.
The 8rd section of the clause provid-
ing for the first election says :
"The officers rs elected" (meaning
both State and county officers) ' shall
hold their . respective offices for tin
term of years pres-cribed by tiie Consti-
tution liegluuiu ri oiu theday of their
election and until their sii'.ci;-n-s an
elected and qualified."
Now on tho Identical day on which
the nrfjt four years expired tho succes
sors to those first officers were elected
on Tuesil'jy lust. Ten days later the
county officer ejected will receive
from tho Presiding Jutj of the coun-
ty their certificates of ejection -find
will then stand ready to" bo sworn in
and take charge of their respective
offices.
Tho returns for Governor and Lieu-
tenant Governor are to bo opened
counted and tho result declared by the
Speaker of the House ; in the presence
of both Houses during the first week
of the reunion of the Legislature which
will assemble on Tuesday Jntiut'ry 12
1S74 when the time will have ci rived
for their installation; Itecnnre in addi-
tion section 4 of article IV says the
Governor "shall be inaugurated on the
first Thursday after the organisation of
the Legislature or as soon thereafter as
practicable." '
Section IS of the present election
law in harmony with the.o views re-
quires the I'rcsiding Justice on the
tenth day after -election (.Sundays 'ex
ecuted which makes December i.uii
tho time this year) shall open tho re
turns and give certificates to all county
officers elected.
We think the foregoing a fair state
meut of the ease.
The day has come when tho Demo
crats aro about to control the destinies
of Texas and now' the colored people
will ter the nrat time have an oppor
tunity of seeing how they have been
deceived and mitded by the Eadienls
Under Democratic rule the colored
people will enjoy in pcaco and secur
ity nil their rights under the Federal
and State constitution and laws. They
will be protected iu their fullest rights
as freemen and will have the right of
all other freemen to vote as they please
without the dread of auathenjas or
assassination by loyal leagues. We do
not ask them to hceouie Democrats;
but we sincerely believe their interests
would bo promoted by their dividing
up into parties Just as white men do.
By so doing they destroy the effect of
casta prejudice and win still further
the kindly regards of their white fel
low-oitizens. The Democrats of Texas
aro not lite enetuhvi oi colored men.

umph when our. motives cannot be
impugned. Before the ' election it
would have been charged tbat we did
so only to deceive.
The sentence of William M. Tweed
in New York is one or the brightest
spots in these days of corruption.
Tweed was a Senator and held various
high offices In Now York. lie was for
a time the most powerful man in that
great city and floated among million
aires as a crowned tliier iiut tic has
been found guilty of official swindling
on fifty-one diflerent counts and sen-
tenced to a fine of $12600 and twelve
years imprisonment. He Is now In
prison on Iilackweli's Island his head
shaved and rigged in the striped suit of
tbat famous prison.
Honest men brealho easier and offi
cial plunderers tremble in their boots.
While to nianv of our fellow-citi-
sens of Dallas county so strangely fail
ed to tarn out and vote we yet hsve
much pride In realizing anew that
Dallas both city and county' is thor-
oughly Democratic. Had s reasonably
full vote been cast our county would
have given the largest Democratic ma-
ority in ths State. As It i while our
majority in proportion to the vote cast
is splendid we have to give the palm
to Jour sister couuty of Collin and
doubtlee to others.
