will have been deoided and tho result will

it Is all important that every democrat

honest Legislature and let them do this
by ho lorgo a vole as shall forbid any

TEXAS C4TTLE AGAIN.
If It be true that Ihe disease among oat-
tlo known as the "Texas or Spanish Fe-
ver" arises from the contagion of store-
lions and cxorouients it must have some-
thing akin lo cholera among men. Tee
question of Iho presenoe of parasites and
heircflcot has uot biworcr been suffi-
ciently accounted lor and upon this sub-
ject tlie reports presented to the Board of
Health on Tuesday last were decidedly
deficient. It it very proper that our far-
mers and dairymen shonld bo protected
but no law prohibiting the importation of
Texas cntllo should be passed without a
far more searching investigation thau has
yet been made. It is by no manner of
means corlain that the morbid virus ran
only bo promulgated during Iho warm
it'jtnti. or m tlie report (aye from May to
emiallv uncertain nbctber its virnicnOC f
entirely killed during the winter. The
question in a grave one. Upon one side
thero are our own cattle breeders upon
the other the lens of thousands who arc
aninne Iho consumeis of meat thousands
of whom cannot afford hieh prioes. Of
course if the imraenso droves of Texas
cat tlo are to be prohibled from entering
the State tho cost of meat must be raised
precisely as the threatened riuderpest and
ihe foot nnd mouth disease has raised it in
England.' This orcales if not. absolute
Buffering most eortuinly privation of a
necessary quantity of what has long ceased
to be a incro luxury in the Nation. The
subjoet is a diliicult one but if the Board
of llralth intend to pass tlieir recommen-
dations upon the next Legislature they
must give fuels and figures more numer-
ous and moro trustworthy than any they
have yet offered to tho publio of Cincinna-
ti. Tho Health officers owo itto themselves
lo (heir own reputation as well as to their
constituency lo give our law makers in
Columbus a sufficient basis for the forma-
tion of an enactment. In this they have
hiihcrlo almost avowedly fulled. Let them
see lo it that their next efforts aro orown
ed with some t Ii i n g moro like nn approxi-

Julian's Radical and Dr. Taylor.
Eouietltno Sine hb tho readers of tho
H:iuii.d will rttneniber we took occasion
to nnko some comoients on a letter from
Dr. Taylor which appoared in Julian's
Ridicnl a l.beral republican newsjapcr
notwithstanding its fearful nomc pub-
lished iu Richmond Ind. Dr. Taylor was
an agent feat out by some of our Indiana
friends to mako some examination of Tex-
as in view of a colony to bo established
somewhere at tho 'most eligible locality.
Entering tho Slato from the Indian Terri
tory and passing hurriedly through the
counties of Grayson Collin aad Dallas
the garden spot of Texas without any op
povtunlty of really seeing or knowing
anything of ttiis section of tho Statc he
ventured to pronounce it unendurable lo
live in while be spoke iu commendation
of some of the poorest portions of our ex-
tensive domain. Arriving at Dallas af
ter sun- down and leaving at 2 o'olock at
night during a disastrous Ero he had the
assurance- to sneer at its modest proton
sions nnd make an ass of himself under
the circumstances. Far this wejrave him a
gentle raking down whiob the aforesaid
Julian's Radical while it admits the error
of Dr. Taylor pronounoes to be in "worse
taste" than the Dr.'s letter. Wo shall not ar
gue tbe question of "taste" with our re
pectcd cotemporary of Indiaua but when-
ever our cily or section of the Stato is so
ignorantly and grossly assailed by an un
provoked passing stranger who has not
had Ibe least opportunity of making up a
respectable judgment we shall not best
tale to expose kim in kis true colors. We
aro somewhat at a loss to understand the
conduct of Dr. Taylor who is said to be an
intelligent aud respiotablo gentleman but
we arc Inclined ta (he opinion that he wat
most eercaiouely bumbugged and led
astray by some designing men or man
hostile to cur ci y and section. We know
Llppard the Immigration agent to be not
what be should bo in any respect If be Is
the same man we suppose him to be. But
the effeht. of a Colonization Astoeiatioa
should net bave been a man with so little
discretion and to eas;Iy imposed opon. In

to eay that we attach no blame to tho

Messrs. Geo. Hancock and G. S. West
Committee on permanent location of the
btato Capital ol lexas :
Gentlemen In reply lo your commu-
nltinn requesting me to make a atalement
of the condition of the State Buildings at
Austin I do not consider it essential to
make a detailed report as it is generally
conceded that they aro substantial and
freo from any defects tuck as fractures
cracks in the walls eto.
Ibe Stale Houso is builtof solid cut block
atone with well bonded Trails which are
souod and substantial.
The Supreme Court building Is a new
two-story etoue building completed thit
year and in perfect order.
The Treasury and Comptroller's ofiioe
aro in a two-story stone building thor-
oughly fire-proof and in good condition.
Tho U cu oral Unit OUtce is a goou sub-
ar..ftng:J bu..-:2.
I consider tbe above sained buildings
well aud substantially built nnd worthy
at any futuro time of any improvements
or ornamental cmbclishment which may
bo requirod.
The Governor's .Mansion ia a well built
two-story brick building situated on one
of the most prominent heights of Austin
and oonccded by all to be a beautiful and
attiao-ivo building.
Having no personal interest in the loca-
tion of the capital I submit thiB report to
you to counteract any false impreaiiont
which may have been oreated by ttate-

How the Repeating was done in Phil
adelphia
The Germinlown Chronicle nn Inde-
pendent newspaper gives ihe following
Ir.Blonco of fraud as a sample of iho man-
ner in which ihe recent election was con-
ducted In Philadelphia;
Homeiitnei a tingle instance will bring
n matter of this kind homo lo ns more for-
cibly than thousands of gensral ttaie-
meats. A gentleman ennneeted with the
ally service of the Clicniole who like
many otlicrs of our citizens had rather
lost heart in politics and had not voted
for five or tlx years took a walk around
lilt ward on election day to Be 5 how things
were going' While standing nt Hit poll-
ing place of bis division three rough look-
iug men came up and one of them going
lo tlie wiudow gave tho name and rest
denet of our non voting friend. The vote
waa aceepted without challenge and the
porsonnior went hit way doubtlen to
perforin a similar service to bis party In
some other division. Our friend wan an
entire stranger lo the crowd about him
and having some t egard for hit personal
safety prudently abstained from raising
a row so ho departed meekly to his home
meditating upon the extraordinary perfec-
tion of tha registry law. Now multiply
this tingle esse by hundreds and thcu-
sauds and we have some idea of the way
in which oar elections are decided. We
do not know for whom thit particular
appealer voted nor do we greatly care
TCut we do know this that if we are going
to tolerate repeating as something thai
can not be prevented we might at well
give up the form of going to the polls and
leave tue rowdies to do tne voting in our
names.
A Piecs or Vtt.LAtNr. The Registrar
for this county has been guilty of an asl
in full keeping with the modern rascality
of Radicalism ; without any notification to
tne people be essays to open his regtst ra-
tion office and proooed tobusines3. Searo ely
a citizen of this place has registered. We
would willingly have given a registrat Ion
notice indeed we would hare printed
hand bills oralis in ordor that our people
could bave been posted in regard to tht
matter.
Now ibis man MoDonatd has to llio full
satisfaction ot bis wing of confederates In
political crime fulfilled bis mission and
doubtless to-day chuckles over this ma tier
pieoe of dirty work. We would say lo our
readers that all who aan should go
forward and vote ; vote down tho expou
ents of this vandall crew nnd ns to
MoDonaM it id genus homo let us recollect
Ihem and Bee to it that Upshur couuty
never it dishonored by such base repre
sentativet as those who by the trick ery
of McDonald hope to be foists red into
otneo against the wishes or tno masses .
