Webster's Prophecy and Prayer.
Daniel Webster was a great gift.
I'd farseeing' statesman. A day or
two since wo quoted tho prophetic
words which he uttered in FaneiiM
Hall a short timo before bin death
concerning the atrocious designs of
the liiloi'iiai tartatifs and ubolition-
ijh" should (hry itnfortunatrly mio--wd
in getting the power in their
l.:inds. 'l'hp r.vuills show that he
ory thoi'oii;;iii.y understood the
partie-s of whom hefi)oko. All that
foretold of ilc'iii has como to pass.
They biiocoeiled in getting into jww-
it in 1800 and their conduct since
. that timo lia.i dwarfed all previous
political enormities) into insignifi-
cance. 'J 'hey Inne overridden ' the
i.-oiibtitutian as he predicted ; have
iid"avoro.d to corrupt the Supreme
Court ami set iu solemn judgments
sit delimits ; have laid violent hands
on those who honestly differed with
them and who questioned their in-
fallibility; (iiinlly by their hellieh
arts they have rendered theconntry
bankrupt and deluged it with blood!
Talk not of the war as tho work of
fceccssiionists it neyor would have
been thought of but for tho schem-
ing designs and boasted disloyalty
f tlio l(.-- designated by the
Massachusetts statesman 'as "'infer-
naT fanatics and abolitionists!"
JJuta correspondent 'reminds us
lmt Webster was a true Union man
opposed to all nullification and se-
cession. That wo admit; so also
nro nineteen twentieths of the white
' population of tho South to-day.
The quotation "When my eyes
shall bo turned to behold for the
. last timo tho sun in heaven may I
not hoc him shining on tho broken
: and dishonored fragments of a once
glorious Union ; on States dissovcr-
iid discordant belligerent; on a
land rent with civil fouds or
drenched it maj' bo in fraternal
blood!'- is by no means now to us.
AVo road and admired it years ago.
This prayer of tho groat Northern
statesman is quite as important and
appropriate to-day as at nny pre-
vious period of our political history.
Thcro have been two Southern at-
tempts to divide tho Union both-of
them cuinmeuciiig in South Caroli-
na; and two Northern attompts
both prompted Ivy Massachusetts.
Tho first oftheso Northern attempts
was manifested by tho passage of
an ordinance of secession during
tho excitement which arose concern-
. in? the admission of Texas; and
tho sewtvl is tho insidious ouo which
tho Radical lend era nra now making.
Instead of binding up tho nation's

- Letter from New Orleans.
New Orleans Oct. 6 I8G0.
Tho prevalence of Yellow Fever for many
years as an epidemio in New Orleans gave
it nn- unenviable reputation abroad and
the Impression that il is an unhealthy city
will not die out whilo the present genera-
tion survives. .These settled convictions
are so firmly fixed in the minds of strangers
it perhaps is useless to attempt lo combat
litem. 'Yet they are unwarranted as re-
liable statistics ubiindanlly prove Let us
glance at this matter a moment. Wo have
not had in this city an epidemio during Ihe
fast seven years. Even Yellow Fever
during that period has been Unfiled to
sporadio cases; and each succeeding year
Ihe limited number of cases of this disease
are gradually assuming a milder form. It
is no longer looked upon here with dread
much less with fear. Even strnngers so-
journing among us are no longer frighten-
ed when it makes its appearance. We have
had the cholera here this season it is true
but how does the morinlity occasioned by
this scourge in Now Orleans during tho
present season compare wilh that of other
cities of equal magnimdo? Everyone who
wilt lake the trouble to compare mortuary
tables oan but see nt a glance that the
number of cases which have proved lalal is
less than thoso of any other city in this
country embracing an equal number ol
inhabitants. What does this provo?
No the niihenlthiiiess of Now Orleans
so-culled is a bug-bear and ought to be so
considered. Prudent people nra as safo
here during the entire year ns anywhere
else. Imprudent people nre not sale any-
where. Fewor children die in New Or
leans than in any other city ou this conti
nent numbering two nuiiuro'i thousand
inhabitants. What does that prove?
The above facts cannot be corroborated
in an ordinary newspaper artiole and yet
they are susceptible of demonstration.
'At present the health of tho city is rapid
ly improving and strangers need no longer
hesitate about visiting us on account of
the Y'ellow Fever or Cholera.
The weather has been quite cool bore
during the past week. Strangers are ar
riving from all directions in large numbers
and business lias commenced reviving.
The countenances of Ihe people indicate a
change. They are brighter and more
cheerfull. Suicides are less frequent in
fact but one has been reported during the
last two weeks.
Immense stocks of goodshavc commenced
making their appearance "in our midst"
a the exhibitor! of "Satan" would any
and oxtensive arrangements to get rid oj
them aro being perfected. The retail dry
goods dealers on Canal street have com-
menced opening and eiliiltng their new
Btvles nnd fashions; and the famous James
Gonegal. is rushing his immense stock of
drugs from the North tb his ware houses
and sales-rooms al 20 St. Charles street.
The "Crescent City Museum" will open
for the season et 40 & 42 St. Charles street
oposil the St. Charles Hotel. About twen-
ty thousand curiosiliea have already ar-
rived and to-morrow Ames' Menajrarie of
wild beasts will bo added to the collection.
It is the intentiou of the proprietors to
make this Museum a permanent institution
in this city. This will becomo a famous
plaoe of resort for our oilixeus and
strangers?
Chrarini's Royal Spanish Circus has
been performing al. the Academy of .Music
during the past two weeks. Next week it
performs in Mobile and then returns lo
Havana. A troupe of "Star artists' per-
form at ihe St. Charles during next week
previous to Ihe grand opening of that insti-
tution. The Varieties and Olympic are bolh open
for the season ; so that then ia no lak of
amusement.

Chief Justice Chase it is said under-

they nre understood by the President him-
self that is os abrogating martini law

But on account of life misinterpretations
of Ihe proclamations by various military
commandants the Chiif Justice insists on
another proclamation declaring explicitly
that martial law is'at an end before he
will preside at iho Irial of Mr. Davis in
Virginia. It would seem therefore lhal
the arbitrary conduct of military officers
in Ihe South is regarded by the Chief Jus-
tice of the Supreino't'ourl himself a Rad-
ical of the Radicals ns illegal and im-
proper. As a partisan wo havo no doubt
that Mr. Chase would not object lo the ex-
treme course of military officers in the
South. As a Judge however he cannot
approvo it. We aro glad that he is oven
willing to make Ihis distinction but do
not tee why he should support a party
which makes it impossible according to
