But the most important and simiificant
speech was that with which the debate was
closed by Mr. Disraeii Wild represents the
Derby or Conservative party or the House
'Opposed to the Ministry but acquiescing in
that policy in regard to Air. Cmmpton it was

being rebuked for them by both rountries. But
passing over this partisan aspect of the ques-
tion Mr. Disraeli took a broad and statesman
like view of the true policy of conciliation
between Great Britain and the United States.
It is that the jealousy in England of expansion
and growth of the United Stales is unwise
thnt the United States like the great nations
of Europe have a great policy and ft is their
right to have it that the growth of the United
States instead of being an injury and a just
object of alarm in England has been of great
advantage to the commerce and prosperity of
England. He instances the British excitement
against the acquisition of California and yet
no event since the discovery of America has
contributed more to the wealth and power of
England than the American ascendency in
California. He continued:
"I say this because as we proceed with these
questions we shall be obliged to adopt differ-
ent opinions on this subject; and I say this
because had we entertained sounder views on
the subject her Majesty's government would
not have been justified in the course they have
taken on the enlistment question with regard
to which whatever may be the result of either
matter ( must say I think it has not terminat-
ed in a manner flattering to this House and
the country or that can be particularly greatful
to any subject of her Majesty. These are the

member for London who introduced the subject
