C. A. BARKER
TALKS ABOUT
RETRENCHMENT
C. A. Barker, llotorlal representative
from Grayson and Collin Counties, has
returned from Austin, where he at
tended two apeclul sessions of the
I legislature, which has Just ntljourncii.
Mr. Barker was one of the re-
trenchers, and said: "Before the spe-
cial session of tho Legislature con-
vened any man who took the trouble
to Investigate by going among the peo-
ple could not have believed anything
else hut that the great majority of
piople who pay the taxes to support
the government were in favor of econ-
omy. Governor Noff was applauded by
both press and people •when he statei.
the object df the called session was to
put the running expenses of the Stale
government on the Inside of the in-
ci me of (he government.
But as soon as the legislators gath-
ered. and as fast as a suh.|cct was
taken uii, (hose personally interested
began lo stir up (heir friends, and
these friends proceeded to kick agalnsl
every cut that was proposed. ' ■ n the
other hand the great majority of th"
people said nothing, anil therefore the
legislators worked under a grent
handicap.
"In the matter of the propecsed cut
of salaries of llie professors In the
various educational Institutions of the
State. I will take the In itnnce of tin
University professors. Prior to l! 2fi
they received approximately $3.r>nn foi
nine months' work. They were permit-
ted (o (each In (he summer If they so
desired, and made around tl.Oftl) for
♦ his three months' work During (In
war these salaries were raised lo
H.onn per yenr. and they still had
three monlhs of their own In llie sum-
mer. Now, the appropriation bill first
presented offered to plnee these salnr-
i lea at $6,000 The 'cut,' aliout which
so much has boon said is the pinposed
amount of $ 1,000 brought out In tie
|aI'propriation bill.
"These men tench less than three
j hours per day, nnd under the eircutn-
'stances I am still of the opinion thai
the $4,000 at which the 'relrcnchers'
!fixed the salaries is enough for thein
The 'relrcnchers' dually lost In a con-
siderable degree, yet were able lo do
the State some good, and I believe will
put the people nil over the State lo
thinking seriously about where tin
money Is going.
"I would not he afraid to defend
my stand before the people anywhere
In Texas.
"Governor Neff Is right when hi
says there Is entirely too much 'over
head' expense, and It Is up lo the pen.
pie to get behind their legislators, and
not let those who are personally In-
terested hnvo all of the sny so -when
the legislature meets."
