fered hava been 'in no sense original but were
gfeined r om ideas' advanced by the foremost
advocate! of the civic improvement movement
whicn is'rapidly gaining in favor thoughout
the length an1 breadth of the United States.
TheiUan interest in this moement which
othe ctier of the country are manifesting
prompted insistence that Amarillo with glow-

THE COST OF LAWS.
Beaumont Enterprise... '
From records on jilt in the comptroller's of-
fice it would seerj as lawmaking nas a most
expensive business fhc average cost of each
general law being: $1235; These figures how-
ever eliminate frohi calculation all local bills
tbich usually pai. without debate. The thirty-
first legiilature 'passed 216 general laws that
cost $277558.39 mileage and per diem of the
money of the' taxpayers of the state.
. This cilculatigji however is subject to revis- j
ion as there is always a large batch of stillborn ;
laws to which rno attention whatever is paid;
another class otf Statutes vmelt under the scor-
ching rays of public 'opinion or are declared
unconstutionalty 'the supreme courts and we
have a few live "ones' left which like the poor
we will Ijave with us always. But sifting out
the' dead and yuppies ' which ' probably con-
stitute 90 pef cent of our statutes we find our
live laws costing us $1UUU each certainly
no administration' can hope to excel the pre
sent one in per diem unless bills arc yoked to
gether and pasMMby the bunch and no.rye
can hope to equal it in shallowness of subjects
submitted orbrevjty of thought and consider-
taion given matters involved.

cheese arid we don't see how anybody can
be : will faintly appreciate the heroic measur
es that customs otticcrs are caned upon to take
at. times in the pursuit of duty. Probably they
worked in relays digging out the jewels the
asphyxiated being J carried from the t field as
fast as they dropped ipd fresh. volunteers tak-
ing their places.- Bilt what's the punishment
