Tht progressive methods being
adopted In the towns all over Toxas
are proving beneficial to the people
making up the communities. True
there are lomi who block progress
proveut the Installation of new ap-
pliance for flro prevention sanlta-
llon and dlsitose destroying cess
pools but euch knockeri and kickers
aro few. The trouble with Mich once
la that tber tvar that a fw dollar
will be taken from them to help
somo one elso. The noirinh principle
has io tapped the life of some people
that they are merely a notch on a
stick and a poor stick at bost.
No community rises any hlpher In
the scale of moral and civic right-
eousness than the home life of that
community. Where the home life Is
based on true trustful principles
with on Idoa of "one Tor all and all
for one" the Influence Is felt all
through the business and social life
of the town.
To successfully establish a pro
gressive town one wide awake and
planning for the future letting the
past tuko care of Itself and con-1
serving every bent Interest of the
present there- must bo made some
sacrifices upon tho pnrt or thnso who
have been a part of tho town for
years. Happily they have achieved
success perhaps thrnuffh methods an-
tliitinted hut the day or quirk action
the day of doing things Is here.
Thudltlonnl customs have become
obsolete by reason of the fact a now-
or order or systems In mooting con-
ditions as they arise. The time was
when we got along nicety without
telephones automobiles electric
lights fust trains wireless telegraphs
substantial and commodious churches
and school buildings but who Is
there today that would go back to
the "good old days"? Even the ones
who very persistently oppose pro-
gressive Ideas are not nvorsu to re-
ceiving the benefits that accrue by
present duy methods. They are the
beneficiaries of all enterprises that
hnvo been and are now so helpful
to community life.
The splrtl which fosters and fur-
thers all agencies that benefit the
greatest number Is one that Is to be
commended. It may be that to im-
prove the streets or a town build
paved sidewalks enlarge tho sewer-
age system Increase the water sup
ply Install a modern ana enecuve
fire department eiulp buslnesr.
houses homes public buildings and
factories with fire fighting apparatus
and sanitary appliances an Increase
In the tax rate Is necessary. Hut If
this Is true the protection the ser-
vice rendered and the added value
to property thereby secured aro bene
fits worth Infinitely more than tho
little pittance of additional tax.
The cities and towns that have
forged to the front and are centers
of business activity and dcslreable
places for home seekers are the ones
that have adopted all the modern sys-
tems outlined abi.ve.
There must be accomplished all
t'lci-e things by cooperation cordial
and substantial contribution to and
pnrlcipatlon In every movement of
this nature by the Individuals muk-
ig up the community life.
The budget system tho conrerva-
tlon of all resources and the pniper
business methods adopted and ap-
plied to the needs of a town will
bring about the desired results.
Kvory town should plan wlsMv
taking Into account tho needs of the
future as well as those or tho pres-
ent. Communities as well as individ-
uals can rust out and become stag-
nsted If there Is not a permanent and
profitable growth made so by Injec-
tion of a perfect life principle based
on business methods.
