All authorities including English ones
agree that the relations existing be-
tween Ireland and England constitute
a state of war between the two
countries. But while the Irish people are
led by generals who will scruple to shoot at
the geueralt who are shooing down Irish
men women and children they will never
arrive at freedom or independence.
England has been trooping her horse foot
and artillery into Ireland during the patt
year and those forces have already shot
down some of the pejple. The Irishmen
who have taken the war into England and
have given her auch a fright latelv have my
sympathy and support and the support of
the organization of the United Irishmen.
If Generar Bourke and the other commanders-in-chief
into whose hands I gave
$50000 a few years ago to do work for
Ireland would begin that work they would
have our support too. But when they do
nothing I think nothing of them.

Progress has been reported in the work of
constructing a railway tunnel under the
Straitt of Dover between England and
trance. 'Ihe operations have to far been
conducted with satisfactory resultt and the
managert of the enterprise are hopeful of
final succc-ca although it it altogether too
early to speak with any conttdence at the
point where the real difficulties of the under
taking may be looked for have not yet been
reached.
The feasibility of tunneling under the bed
of the English channel between Dover and
Calais was assorted many yean ago by
engineer! of experience. The ground for
their belief wat the identity of the geological
formation of the opposing shores and ottar
evidences of a continuity of the geological
formation common to both tides. Bound-
ing made at very abort intervals along
the line between the opposing
headlands confirmed this theory. The
chalk bluffs on both tidet of the channel
rest upon blue clay and the lower part of
the chalk formation to a great thickm is is
of a clayey character sufficiently impervious
to water to permit boring. The soundings
showed this formation to extend from shore
to shore decending gradually to a depth of
180 feet below high water in mid channel
and rising to the same grade to the otnor
side.
In 1872 a company was organized to make
a tunnel that would permit railway transit
under twenty-one miiea ef water between
the two countries at their nearest approach
to each other. Preliminary surveys were
made and the remits presented
to the governments of France aud England
with appeal! for countenance and
aid. A joint commission was appointed to
investigate on bobalf of the two govern-
ments. Concession! were subsequently ob-
tained from both countries with assurances
that if private enterprise tbould succeed in
demon-trating the practicability of the un-
dertaking material aid would be furnished.
With this encouragement work was begun.
Trial shafts were sunk on both shores to
dotermine the character and thickness of the
chalk foimation intended to be piorcod. It
was determined to follow tho line of two
hundred feot below the bed of the channel
at the lowest point of the line.
These preliminaries occupied several years.
When all preparation! bad been madu the
wo. k upon the tunnel was commenced. The
plan proposed is to follow by a descending tun-
nel the natural eastward dip of the grey chalk
toward Dover until the depth of two hundred
foot below tho sea bed is resoM i..u then
to push straight across lo -uiiel with a
horizontal passage wav until tie opposito
shore is reached. Tuo tunnel will then
sweep around and ascend to the surface by
n ioclioo following the dip of chalf for-
mation as on the Eaglith side. The grey
chalk is In this method entered and followed
in itt natural position throughout from
daylight on one side of the channel to day-
light on the other. It is proposed to carry a
cicular bore teven feet in diameter from
tide to tide and when this hat been accom-
Sliihed the two governments agree to subsi-
de the work that it may be enlarged to
the dimensions required for practical opera-
