The Houston Post bas begun a'retdy to
discuss th location of the slate university
nd especially that feature of Ibe question
concerning the medical branoh of the uni-
versity. There ii time enough for ibe con-
lideratlon of this question for there it such
a thing ai running a good bone to death be-
fore the tug of the coutett ia leached. The
Foil says i
The legislature closed In such a burly-
burly th it toma ot Its enactments were im-
perfectly roporti d and ara yet generally
misunderstood for instance we nave dii
covered that mmy imagine that the amend-
Kent to the university bill leaving to the
people tbe decision of tho separation and
location of the medical department was
lost. This is not tbe case.
When the . main question is
Toted on as to tbe location of the university
proper the people will have tbe privilege
also of expressing their will at to tbe loca-
tion of the medical department. Tbe point
in word will b : Shall the university be
kept as an eniiro wbole at Austin or else-
where or shall the modioli soiiool be separ-
ately established? To argue upon this
question In the abstract as to antecedent
propriety fitness etc. would drtva one to
Ibe oonclution that no separation should be
allowed. It would diminish the unity and
greatness of tbe university which should be
presorvod. If possible by every legitimate
means. Dut It is replied that the success ol
the medical department will depend upon
certain conditions. These conditions are
locaion In a commorcial cltv. acosmoDol-
itan population lurnishing various types of
annates urge hospital! allowing me
opportunity of clinical iustrution and tbe
only U'gilimato mentis of obtaiuing subjects
for dissection.
We don't know whother tho WacoTolo
pbone Is opposod to woman suffrage or not
but on this subject It says :
Tbe New York Times has boon bunting
up tbo legislation this year in various states
01 the union loc king to wornin ititfrago. It
finds that the measures have been acted on
In various forma by the legislatures of at
leaskhair a dewn states nnd with uniform
III success. In Connecticut it has of
late years been cusomary for the
house to pass a womau sutl'rugo bill and fr
the sonato to defeat it. This year the order
was rovorsod anil a hill giving women a
right to votii on school matter and to be
elected members of school boards was pre-
sented first In tho senate. That body passed it
hastily then rooonsldered it in a sort of panic
and finally concuned with tho house in
adjourning action to the next soaslon. Tho
reasons assigned wore that tbero was no pro
vision lor roglHtraliun ; that tbo moasurtt
was not confined to taiDavinir women and
that if it becama a) law li would have made
possihie a combination between men and
women of tho "tower orders" strong enough
to have absolutely controlled the pubiic
cnoois at least In cities. In iudiatia a
woman sutfrago bill was killed first by the
upper and then by tbo lower bouse. Tbe
Maine senate accepted an advene report on
a proposed ccnstiiutional amoudiuont au-
thorising woman aulTrage and tho Maine
bouse killed a bill conferring on women the
right of suffrage in sch ol matters. Ia the
Missouri legislature a bill was introduced
providing that it at the next general elec-
tion a nmj irlly of all tho Women In the
state over twenty-one years of nije ex-
pressed by btllot a desire for tbe right of
sulTragn ihon a constitutional amendment
granting the franchise should bo submitted
to tho legal that Is wo suppose to tbo
malo-voters.
Tbe Austin Statesman has the following to
lay:
Dr. Folantro Ornelas Mexican consul at
San Antonio was commissioned by hi
government to investigate tho sulinet of
smuggling along the Texas and Mexican
Irotili.r. ile found that a great dotl of
smuggling existed and that tho consequent
loss ot reuenuo to tthe Mexican government
has boon fully $1000 000 yearly. This is due
to ilia ftct that duties aro not collided on
tbe frontier which is in the . na Libre.
Uoods wero Imported from the United Sta'es
ana tturope to the mercantile oiublislmioiits
of this district free of duty but. when thev
were conveyed Into the interior duties must
be paid on thorn. This of course onabled
persons to smuggle in Roods much more
eaiuy man it toe dunes were collected at the
frontier. As soon as railroads run into the
country this old system will be impossible
and Dr. Ornelas will rncomuund a chance.
lie will recommend the reduction of duties
tbolr collection at the frontier and tho loc
cation of right military posts from Pied rat
It egret to Slier about two hundred and II fly
milei topruvont smuging.
Tho Waco Kxamlner is cynical as regards
the politics of tbe country and thinks tbo
tendency of the peoplu to pay more atten
tion to na'.lonal than sttto ipoliiict is calcu
Inted to send the country to the olcrnal bow-
wows. It says :
Much has ben written ai d sai.l rospot.

tbero has been nlwatt a disposition on tho

portance to i ational politics and not enough
to state affairs. Tbe country becomes all
abl.xa with excitement over the election of
a doorkeeper lor congroas a matter which
cannot possibly affect one cit'aen in a

sentatives was composed of twenty or
twenty-five first-class men men of ability
and judgment the necessary legislation
could be accomplished in lest than sixty
days instead of three or four
months as is now the practice.
The day would have to be ma-
terially increased if a belter class of n en are
wanted. As the matter now stands no
profesnional or other business man or farmer
can afford to go away f'om home and neg-
lect bis business for the pitiful sum of five
dollars per day which is barely sufficient to
pay necessary expenses to the capital to
after all a member of the legislature si .u ply
gives his time to tbe itato in payment for bis

Ono of the di.ci uilorts of a winter In

the stoves in use there lor beating are con-

of tne heat is wasted. But even with all
