BOY SCOUT WEEK
Considerable discussion took place during the close of 1918 as
to the desirability and advisability of the Boy Scouts of America
entering upon a nation-wide campaign of education and expansion.
This proposed step was made the subect of many conferences
among members of the Board and with the field men and the
heads of departments at the National Office. Local councils were
thoroughly sounded and every effort made to arrive at a correct
concensus of opinion as to such a move and how best to carry it
out.
After canvassing many ideas and securing the advice of experts
who had been successful in conducting such campaigns for other
organizations—the Red Cross and for the Government in con-
nection with its Liberty Loans—the decision was arrived at to
conduct a nation-wide campaign in June in recognition of the
achievements of the Boy Scouts nationally and locally during the
year, and to bring to the attention of the people of the United
States just what are the aims and objects and activities of the
Boy Scouts of America.
Citizens Cooperate
It was decided, however, that such a campaign would best be
conducted by citizens' committees acting independently of the or-
ganization excepting for such technical leadership as would be
necessary. The plan was to secure a volunteer citizens' national
committee, who in turn would secure similar local volunteer com-
mittees in communities throughout the country. We were so for-
tunate as to secure as chairman of the Citizens' National Com-
mittee Hon. William G. McAdoo, ex-Secretary of the Treasury,
who served with enthusiasm and great ability. Associated with
Mr. McAdoo on the Citizens' National Committee were the fol-
lowing gentlemen:
