THIS MANUAL is intended to contain complete
information about Boy Scout Week so that the
Chairman of the Citizens' Committee of each
community and all those associated with him, as well
as the officials of the Boy Scouts of America, may pro-
ceed immediately after the close of the Victory Loan,
May 10th, to perfect an organization to carry out the
suggested program for Boy Scout Week.
The material in this manual aims to fully explain
the plans as developed by the Citizens' National Com-
mittee under the personal leadership of Hon. W.. G.
McAdoo, former Secretary of the Treasury, and for-
mer Director General of Railroads.
