Victory Liberty Loan Campaign Finds Field Prepared

Stand by, gleaners: the reapers are in the field!
The Nation is now responding to the Government's call for funds to meet its debts of victory and honor. The
fifth and last loan—the Victory Liberty Loan—is four days old this morning.
As previously announced, the bulk of scout cooperation, which Secretary of the Treasury Glass has formally
requested, will, as in previous campaigns, be in accord with the plan officially designated as " Gleaners After the
Reapers." The dates for this campaign are May 3 to 10, both inclusive.
If, however, a local Liberty Loan Committee completes its campaign previous to the official closing date for
the Loan announced by the Treasury Department, a " Gleaners " campaign may be conducted during all or any part
of the last seven working days thereof.
Proper Registration of Utmost Importance
This is the last chance for scouts to earn war service medals. That form of service which helps complete an
honorable victory over a scourge which threatened to blight the world deserves high commendation. Awards are
due to scouts who achieve success in soliciting subscriptions.

THE TWO METHODS OF SCOUT ATTACK
Number 1—"Gleaners"
(Secure this plan for your scouts if you possibly can. It is due them.)
The dates for the Gleaners after the Reapers campaign will be May 3 to 10,
both inclusive, beginning on second Saturday of general campaign and ending
on third Saturday, except in such cases as the local Liberty Loan Committee
shall have completed its campaign previous to the official closing date announced
by the Treasury Department. In such cases the " Gleaners" campaign may
be held during all or any part of the last seven working days of the campaign.
To each scout or scout official who secures Victory Loan subscriptions from
10 or more independent buyers, regardless of amount of money, during the
intensive scout campaign on the " Gleaners " plan, there will be awarded a war
service medal or bar as in the previous campaigns.
Number 2—General
If for any reason the plans provide for releasing scouts to secure subscrip-
tions prior to the last seven working days of the local campaign, then the
awards will be based upon the securing of 25 subscriptions instead of 10 sub-
scriptions. In all other respects, however, the same rules and regulations as
prevailed in the previous campaigns as hereinafter set forth will govern.

Committee
The opportunity for scouts to render the
concrete service of soliciting subscriptions
depends on the attitude of the Local Lib-
erty Loan Committee. This committee
should know at least three things in con-
nection with " Gleaners After the Reapers "
and the Boy Scouts of America: Secretary
Glass' appeal for scout aid, addressed to
President Livingstone; his letter along sim-
ilar lines to the Governors of Federal Re-
serve Banks and Chairmen of Liberty Loan
Committees; and the scout records in pre-
