Colonel Darden on the Fiuauclal
Aunirs of the State.
Hon. Stephen H. Darden state comptroller
while on a short visit recently to hig old home
in Gonzales was invited by his many old
friends there to address the people on topics
of public interest and particularly on the
financial condition of the state he having
been for the pist seven years at tbe head of
the department of the state government
having control of tbe financial affairs. Col.
Darden responded giving a 'mfx and con
cise statement of the condition of affairs at
the present time the causes that have result-
el in the plotboric condition of the state
treasury; and concluding by suggesting
among other things the following; points as
proper for the consideration of tbe legisla-
ture at its coming session in January next:
REDUCTION OF TASKS.
First He advocated a reduction of the
state ad valorem tax from fifty cents to forty
Cents' on the hundred dollars. This he
urged with tbe indications of the revenue
from all sources as exhibited at the present
date can be safoly done meet all the wants
of the government for general purposes and
still give one-fourth of tbe ad valorem tax to
tbe school fund as limited by the constitu-
tion. ESTABLISHMENT OF TUB STATE UNIVERSITY.
Second The amounts honestly due by the
state to the common school fund of $82-
108 82 and to the university fund of 13-1-472
20 both of which amounts have been
heretofore carried on the annual reports as
debts of "doubtful validity" and to which
atteution ban been repeatoJly called by the
comptroller in his reports and notably so in
his financial report of December 1870 should
be recognized with accruod interest. This
debt to the university fund it will be remem-
bered was created in February 1800 wben
tbe United States bonds and accrued interi )t
belonging to that fund was transferred to the
revenue account for general purposes lionds
of the state bearing five per cent inierest
worn issued for the amount under an act of
the Throckmorton legislature approvfd No-
vember 12 1800 but "the debt has never bur i
recognized by any subsequent legislature. The
recognition of tbe amount thus justly due
university fund would ronder that fund suf-
ficiently large to at onco establish and mrit
tain tbe statn university required by the con-
stitution. This amount together with tho
amount due the permanent common school
fund properly belong to those funds and
should be transferred back to them now
that tbe state is financially able to do so.
SALSS OF SCHOOL LANDS.
Third Ol. Darden suggested that the
law providing for- the sale of the school
lands be bo amended as to give longer time
for payment and at a lower rate of interest.
With sued a policy he thought that there
would be'greater inducements to purchasers
while at the same time the investment would
be equally as good if not better.
STATE SCHOOL DEPARTMSMT.
Fourth He called at'-ntion to the advan-
tages which would result by a change of
the constitution to authorize the
election of a superintendent of publio in-
struction. Under the present constitution
the governor comptroller and secretary of
state compose the board of education. The
duties of these officers in their respective de-
partments are so onerous that it is impossible
for them to give the matter that thought and
attention which its importance demands.
The salary paid the superintendent would
be more than compensated by the uniformity
and efficiency which would result from the
tupervision by an officer whose whole time
and thought would be given to the promo-
tion of publio instruction.
These were but a few of the points touched
upon by the honorable gentleman but com-
ing from one who has an experience of over
seven years at the head of one of the most
important departments of the state govern-
ment tbey are surely entitled to the earnest
and favorable consideration of the people
and the legislature; and particularly is it de-
sirable that they should be considered at the
present time just on the eve of the meeting
of the Democratic convention which is to
formulate the policy of the party for the
next two years.

In the Herald this morning will be found
the business card of Col. J. T. Hickey who
tor seven years past has represented in the
Southwest 'W. U. Lobcnstein esq. of Leav-
enworth Kansas. When Mr. L. retired
from business last spring Col. II. opened out
in Fort Worth where he had been acting as
agent for Lobenstnin. A few days ago he
bought out Bennett's old stand opposite the
Texas & Pacific depot where be places as
his agent B. F. Gross esq. formerly of Mem-
phis Term. and one of tbe oldest and most
honored hide and leather men in the South-
west. Uickey's name for honesty and honor
in connection with hides and wool through-
out the state is well known and we predict
for him a bright and prosperous future.
Fast Trains Vandalla Line.
The era of fast time on the Eastern rail-
ways seems to be approaching; indeed is at
hand. Only a week ago the Baltimore and
Ohio road started in "giving 'era the dust"
as its advertisements stated. Now the Van-
daiia Panhandle and Pennsylvania roads
com 3 to the rescue as will be seen by no-
tices in other columns of this paper an-
nouncing the same time to Baltimore as the
B. & O. and four or five hours quicker time
to New York. Other lines will undoubtedly
follow and the public will have the oppor
tunity by traveling by fast trains in all di-
rections. For porfoct track elegant equip
ment and intelligent and successful manage-
ment the Vandalia Line and its "Great Fath
er" the Pennsylvania railroad cm always bo
