or tho voting of $10000000 by Cincinnati
for the construction of a railroad from that
city to a connection with Chuttanooua and
tho railway system of the (Southeast and
South will" socuro deep water across the bar
here in loss than two years and result in
making tho city the great emporium of the
Southwest. By demonstrating to Congross
that it will romove a tax that now exist of
20i cents a bushel off of all tho grain product
now shipped to the Atlantic seubourd from the
"new West'1 by giving it a nearer ocean out-
let of from 800 to 1000 miles to tho foreign
markets of the world Oalvcston will i cure
the active and earnost support of the entire
Congressional delegation from tht section.
This has not boon done. In all tho memo-
rials and petitions that have been lont to
Congress from Gnlveston.this has been omit-
ted and no effort has been made to secure
that powerful influonco. In 1874 when
Kansas City was aroused to the importance
of having a Southern outlet and desired to
make it through this port her Chamber of
Commerce petitioned Congress in behalf of
a aunVient appropriation to make thii port
accessible to vessles of doep draught in
which it was stated that a decrease in dis-
tance of over eight hundred miles w.uld re-
move a tax $28000000 annually off the pro
ducts of tie territory then tributary w mat
olnt. since men iui itivuun

led its productive capacity. If this is so and
Calvos'.on was now a deep water port and
could thereby roceivo and handle tho pro-
ducts tributary to Kansas City it would take
off a tax on the productive industry of that
faction of $50000000. Apply this to the

tributary to Galveston it. the bar was deep-
ened und what would bo the result? It is
safe to sav that the tax remov. d from tho
agricultural products would fully approxi-
mate $150000000. Supposo these facts
were carefully compiled and laid before
every Senator and Kapresentativo in Con-
gress from the West and Uorthwest do you
supposo they would not give the measure
that promised such reliovo to
their constituents their enthusinstic support?
If they did not their constituents would sea
that men were elocted who would. It is
through such presentations as those that
Galveston will be able to triumph over b11
opposition and cut the red-tapeism that pre-
vails in the United States Hoard of Kngineers
and socure an appropriation that will atonco
be an earnest that the Government wai go-
ing to push the work enorgotically and to en
early completion. Those fcts are carefully
compiled within reach of the citizens of Gal-
veston and ought to be secured and brought
to bear immediately through our delegation
in Congress as an argument why that body
should grant an appropriation approximating
the importance of tlio port the country to
be benefitted and the increased revenue that
would thereby ftccrueto the General govern-
ment. The future i big with promise far
this city if there ia unanimity coupled with
strong vigorous ftnd poraistent effort on the
part of her own people.
