that we shall have to devise meant for visit-
ing the planets.
California the State of all others most
favored by natural as well as physical re-
sources and conditions and which ought to
derive greater benetits from its improvements
than any other State in the Union has made
so many and such grosa mistakes that Its
growth and importance are about entirely
attributable to toe simple fact that it could
not help being just what it is. Certain enter-
prises indeed have boen pushed forward with
wonderful energy but as Boon as they could
be aiade to operate as monopolies all intorest
in their further progress was absorbed in
shaping them to avoid competition. This
soltlsh spirit bus consolidated all our railroad
intorests and subjected the people to ruinous
freight tariff's and expensive faros. It has
gobbled up nil the best farming lands in the
State and thereby prevented tho hoalty set-
tlement of tho interior. It has monopolized
the water and gas in the itios and placod the
citizeas under a most oppressive and unjust
monthly tux for the common necessaries of
lifo. It has concentrated iu the control of
two or three companies tho vast interosts of
ocean steam navigation thus stimulating to
an unreasonable extent tho rates of transpor-
tation and travel. In its present condition
the State may bo aptly likened to an enor-
mous animal with leeches fastened to every
vein and artery which despite the loss of
blood needful for the engorgemont still lives
and moves onward showing by its achiov-
ments under dilHculties wiiat surprising
progress it would make if they were
removed.
Another great impediment to tho prosper-
ity of the State and court is our largo and
increasing Chinese population. These poo-
ple)are tne most industrious most ingenious
and most inexpensively sustained ot any in
the world. Tnev work for less than half the
ordinary prices for labor and those who can
not find employment as laborers engago in
business on their own account and sell their
wares at prices which defy the competition
of our own manufacturers. They are tka
shrewdest dealers in our city anil if undis-
turbed remarkably well behaved and peace-
ful. But they are incorrigible heathen ; tliair
civilization has no nftlnity for ours and they
can never become citiaens. Their earnings
and their dead bodies go to China and they
are a mere alien element fattening unon the
rights and privileges ot the loyal pooplo of
our repuunc. 11 me eutcw 01 uieir pres-
ence were felt generally throughout the cit-
ies of the unien as they are fol there we should
not be long without a remedy but our peo-
ple are slow to learn oven from experience.
We have in this city thirty thousand Chinese
engaged in pursuit which embrace many of
our most important industries.
The most positively ruinous of all the evils
which allect this city and State is the stock
market. There is probably more wealth in
San Francisco than in any other city in the
Union. AVe have at least one hundred and
fifiy citizens whoso wealth is variously esti-
mated at from one million to thirty millions
of dollars. In most instances this wealth has
been acquired by the adroit manipulation of
mining siocks a ousinesa inner ot corrup-
tion more precarious attended with greater
disasters than any other in the world. For
every one that is enriched by it thousands
are impoverished. It is the most ulliiring
most uncertain species of gambling. Those
who engage in it despite ropoauid failures
never abandon It- The few fortunate ones
after a few successes make no more failura.
but open brokers' offices buy seat in the
stock board and devote their lives to the
business of manipulation. Under their man-
agement the market is so controlled that the
lope fail upon the poor dupes who consti-
tute perhaps one-sixth of our population.

whirled into the vortex of rising stock
market and gobbled by the wire-pulling
