Thus it will be seen that while
money is loaned in Texas secured by
first-class real estate at from two and
a half to live per cent a month it is
abundant In New York at from three
to Ave per cent per annum. In Xew
Y'ork interest is limited by law. In
Texas the constitution prohibits the
enactment of any law on the subject
and the money holder may with im-
punity loan one dollar for two if lie
can find a customer. In New York
men of enterprise can borrow money
for investment in manufactures or
other legitimate business nnd sustain
themselves by so doing.
In Texas money Recks Investment at
such ruinous rates as to limit Its loans
only to drowning mcu driven to ex-
treme uneasiness by pecuniary embar-
rassment. Men who pay higher inter-
est for money than Is warranted by the
average yield lu busluessor agriculture
must sooner or later go to the wall.
An occasional bold speculator may
be an exception but the rule will stand
true.
Were no man allowed by law to loan
at higher than some reasonable rate of
Interest money would be invested in
healthy enlerprises-farmlug building
mechanical or mercantile pursuits

ruin which exorbitant rates bring on

to hear that Ills clarion voice has rung
in tho senate for a constitutional con-
vention. It Is simply impossible that
ho can advocate the idea of a packed
star chamber constitution being cram
med down tho throats of our redeemed
people.
Thk Idea that men who opposed the
election of Throckmorton to tho Uni-
ted States Hcuate on the ground that
ho was not HiilUcleutly orthodox in
Democracy who yet oppose the call
of a convention to make a constitution
worthy of freemen is so supremely
ridiculous that we have no languago to
express our feelings ou tills subject.
Throckmorton advocates a convention
as a measure to which the Democracy
are committed by every principle of
honor and moreover as a just and
wise measure in political economy.
Yet wo see men who aided to defeat
him in tho Legislature taking ground
in favor of a high star chamber com-
mission to draft a constitution of tills
great and free Btute.
Tho men in tho Legislature who
oppose a convention arc professed
Democrats but we repudiate their In-
terpretation of Democracy. They are
not true interpreters. They are not
faithful representatives of llod-given
principles. They are not lights to
guide tho people but betray a selflsh
love of place and power unworthy of
the heaven-born principle of Demon
racy.
We tell all such men whether In the
senate or the house that they aro sow
lug thebitterseedsofdlsiutegratloii and
disruption in the Democratic party of
Texas. ' The Democratic people of Tex.
as want a free constitution of their own
making and they cannot cherish in
their bosom professed Democrats who
seek to palm a constitution on them
created by an irresponsible committee
selected not by the people but by tho
governor and Legislature! Democrats!
wo implore you to pause and pay a de
cent respect to the intelligent well
matured and unalterable opinion of
the mujesty of the people. Wo im
plore you to pause. We Implore you
to let the bitter cup of humiliation
pass away from us. We implore you
to rise to the full measure of Jefferson
lau Democracy recognising that tub
pkopi.k composo the government and
not the man who accidentally holds
the ofllce for the moment. Pause and
beware !
Ho.iti:i be the name of every seiv
ator and representative in the Legisla-
ture of Texas who votes for a conven
tion to make a new constitution under
which freeman can live. Ter contra
dishonored is the mime of every man
who opposes the measure. The friends
of a convention iu so far as the ques-
tion tests principles are patriots. Its
enemies by a parity of rcasoniug are
uot patriots but men who have no re
gard for the Intelligence of the people
and believe it right for a few to control
the many. That the representative of
Stephen t. Austin the fat her of Texas
should side with this monarchical
spirit gives us a pain we cannot ex-
press. The Dallam IIkhald was the
first paper in Texas to nominate Guy
M. Uryant of Galveston the represen-
tative of Austin for speaker of the
house of representative. It did so
largely became of a conviction that he
was a Jeffersonian Democrat believ-
ing in the Idea that the peoplo had a
right to govern themselves. AVe are
simply disappointed In finding that ho
favors the plan of the governor and
our Legislature appointing acommittee
to make a constitution for a brave peo-
ple and a great Slate. AVe are disap-
pointed that's all. Itls at war with
freedom.
