Mr. Reliefs Resolution to Bor-
row Money Voted Down.
Washington January 12. In tho
Kenate Mr. Cimklitig introduced a
nubstitute for tho salary bill which
passed the House and it was agreed to.
The substitute repeals the act of March
last so far as it increases all salnries
except those of the President of
United States and Justices of the
Supreme Court and lixes all salaries
with the exceptions above named
the same as they were prior to March
lastsgAll back pay not drawn or re-
returued is declared to bo covered in
the Treasury and the property of the
United States. The bill now goes
back to '.he House for the concurrence
of that body.
The was no executive session of the
Senate to-day.
Among the bills introduced Into the
House were the following: Establish-
ing polytechnic schools in every county
of the several States and Territories;
regulating the seizure of books and pa-
pers in revenue cases; further insuring
the safety of lives on railroads; repeal-
ing the internal tax on tobacco; mak-
ing Treasury notes a legal tender for
customs; transferring to the Court of
Claims all property taken after April
15.
The motion made by Mr. Kelley of
Pennsylvania before the holidays to
suspend the rules und adopt a resolu-
tion declaring it to be the sense of the
House that the taxes shall not be in-
creased but that extraordinary means
if any be required for the support of
the government shall be obtained by
a temporary loan of loans bearing a
low rate of interest in currency und
redeemable in United States notes
enme up for action.
Mr. Wood of New York suggested
a division of the resolution and to
have the House pass uftlrmatively on
the first part and to postpone a decis-
ion on the second part.
Mr. Kelley objected and called for a
vote by yeas and nays.
Mr. Potter of Xew York suggested
that the political conundrum be referred
to the committee on Woys and Means.
Mr. Heck of Kentucky wanted to
stop this humbug if he could and
moved an adjournment.
