. ' U is absolutely neeees&ry be says
that this should be acted upon
in order to avoid the bloodehed shown by
' the morning papers to be emmiaent in
Louisiana. Sherman and Morton als"
urged immediate action upon the bill and
it was taken up.
Hill offered a substitute embodying his
'views in favor of forming Government
for Louisiana of the legally elected mem-

Legislatures of Louiainns. This new Leg-

' " New Orleans Feb. 25 Wm. L. Ma.
Millon and II. C. Warmoth It is not true
that country Parishes are rappidly ac-
knowledging their allegiance to the Kel-

.yield obedienoe to that Government. It
ean never collect taxes and it can only be
'.' maintained by force that force will have
i to be United States troops stationed In
every Parish to enforce the authority of
his Government. This Government can
v enly be sustained by aotual conquest ef the
1 people and not by the kind ef force
' whioh the people would submit to rather
than have militia."
1 This dispatch was signed by a large
number of cititeos who according to
MoMiiion are leading men in the country
Parishes. v
.; Senate regular Morion said it would
be a vim National roil fortune and a great
misfortune te Louieians that this bill

To make good this charge Morton read
the several proclamations of McEnery .con-

now getting into rather deep water; upon
attempting le carry out Ibis proclamation
... they would be mere rioters and sn refus-

shot. Telegrams bad been received from
Getereor Kellogg ebowieg what Mo Beery
was doing and under what iafluence
