Washington Dec. 17. The ap-
proach of the holidays was manifest
in the house today. Few of the very
few members in atteudrnco paid any
attention to the proceedings. The
committee on military affairs suc-
ceeded in passing a few bills of minor
importance. The day was consumed
in consideration of the Florida claim
bill and the house adjourned without
acting upon it.
INPERFECT RECORDS.
Treasurer Nebecker in his annual
report makes the following signifi-
cant remarks in regard to the present
system of paper currency in the
United States. The present methods
of keeping an account of the issue and
redemption of paper money are im-
perfect and unsatisfactory. There 1b
not that certainty of correctness de-
sirable In a business ol tne magnitude
to which this has grown.
There being no record of redemp-
tions beyond a simple entry of
date denomination and amount the
safeguards againB t errors are Insuf-
ficient. The sole reliance lor aocuracy
is In the examination which the notes
receive in passing through the depart-
ment. A miatakeof description in the
original schedule if not discovered
betore the destruction of the notes
would probably be perpetuated.
Worse than this duplicate numbers
or numDers never reguiany ibhuou
would be passed without suspicion.
In either case the fact of an error
having occurred might not be
brought to lignt lor years ami
then only by tne condition oi me
anoount. If. for example in the course
of linuidationof a political issue r.n
nvrd raft should aDoear. the fact of
some Irregularity would be patent but
correction or even location oi iub ir-
regularity itself might be impossible
While some improvement might per-
haps be made in the details of the pres-
ent methods it is doubtful if any sys
tem short of a jomplete numerical reg-
istry ot every note with dates of Is-
sue and redemption would be entirely
satisfactory eucn records would not

occurrence of errors but would also
bear upon their face certain evidence
of theirown integrity and afford meaus
of tracing and correcting any mistakes
that might creep in.
TRANSFER OF SOLDIERS.
General Sohofield speaking of the
Texas boarder troubles today said it
has been decided to transfer the
Seventh cavalry now at Fort Riley
Kan. to the department of Texas as
soon as possible and to transier the
Third cavalry now in TexaB to Fort
Riley but the department of the last
named troops would be delayed until
after the present troubles are ended.
NORTH DAKOTA'S SENATOR.
Within a few weeks the legislature
of North Dakota will meet to elect a
successor to Senator Casey. Johnson
Republican congressman from North
Dakota today said : "1 hope the Re-
Dublicans of North Dakota if they
n.nr.ni will abide bv the decision as
to the Republican nominee unless the
selection should De Bmiator Casny."

a candidate at this time and would
not go out to his state when the sen-
atorial contest begins. The declara-
tion on his part as respects Casey

present senator's friends administered
to the congressman two years ago
when the Republicans who were
overwhelmingly in the majority had
a caucus and agreed upon Johnson as
the party nominee by 42 votes out of
80 the other thirty-eight votes being
divided be ween a number of other
candidates of whom Casey was one.
The miuority united on Casey
and by a combination with the Dem-
ocrats elected him to the senate.
There are a number of Republican
candidates in the field now and the
statement of Johnson that a number
of Republican members of the legisla-
ture will refuse to go into caucus
opens up afield of possible ombina-
tionB between the various political
elements. The Republicans have a
e'ean majority of six in the leglsla
ture over the opposition made up of
Democrats and Populists. The fact
that North Dakota is one of the
states which has been named
in the list of western
senatorial contests to be specially
looked after by senator! tl committees
of both the Democratic and Repub-
lican parties shows that the former
regard it as within the possibilities
that notwithstanding the advere
complexion of the legislature It may
by a combination of the various ele-
ments elect a man to succeed Casey
who will be in sympathy if not in
full acoord with the principles of the
Democratic party.
FORT BROWN RESERVATION.
Washington Dec 17. The bill
appropriating $50000 to enable the
United 8tates to acquire title to the
abandoned Fort Brown military reser-
vation on tbe Rio Grande in Texas
which passed the house today has an
interesting history. An act appropri-
ating more than $100000 above tne
amount named is now on the statue
books but the amount was never
psid. In the Forty-eighth congress
John Hancock introduced a bill to
purchase the Fort Brown military
!..arvarinn . which during the Mexi
can r had been used as a base of
operations bv the United States gov-
ernment. The bill went to the appro-
priations committee and received
favorable endorsement of the war de
partment and the appropalatlons
committee recommended the enact-
ment of the legislation for the pur-
chase of the reservation on represen
tations that it was a military
necessity. It was provided that the
money ehouldbe paid by the secretary
of war upon the attorney general cer
tifying that a valid title nad neen pro-
cured. The attorney general found
that there were a number of small
claimants 0 the land and had suit
brought in the federal court lor the
purpose of acquiring title by securing
a declaration In favor of certain par-
ties. The claimants agreed to submit
their claims to tbe appropriation to
arbitration and Congressman Culber-
son and two other gentlemen were
selected to make awards. Mean-
while a dispute arose between
the claimants and certain persons
who claimed fees for service as at
torneys in working the matter through
congress. They went to foiman
obairman of the appropriation com-
mittee and put in a remonstrance
against the payment of the money
and demanded an investigation into
the alleged prices to be paid which
were for more than the land was
worth making due allowance for any
claims of settlers for pay for occupa-
tion of their lands. 1 Mr. Holinan took
steps which proved to be an effectual
restraint against the payment 01 tne
money. Secretary Hiisins declined to
pay out the appropriation and the
matter went toibe military committee
of the house which after investiga-
tion reported the bill passed today
appropriating $50000 instead of $100-
000. The bill provides that a valid
title must be given in full satisfaction
of any claims against the govern
ment. Nothing is said about com-
pensation to the gentlemen cla'ming
comnensation for their services and
Influence in securing the passage of
the first bill.
QUARANTINE DEFICIENCY.
Secretary Foster of the treasury de-
portment sent to the house today a de-
ficiency estimate aggregating $50000
for quarantine service for the fiscal
year 1893. The extraordinary expense
at quarantine stations on occounn 01
tbe threatened invasion of cholera dur-
ing tbe past summer have about ex-
hausted the appropriation for the
maintenance of such stations which
renders the appropriation necessary.
A NATIONAL FLOWER.
" Mr. Butler of Colorado today intro-
duced into the house a bill to estab-
lish a national floral emblem of the
United States of America. The bill
names the pansy called also the gar-
den violet heartsease etc as a na-
tional floral emblem. The sentiment
connected with this emblem is to be
"justice liberty union culture and
neace." ibo last three words to consti
tute the motto. The Inauguration of
the emblm is to be fittingly cele-
brated In May 1803 in connection
with tbe opening of tbe World's fair.
TREASURY INVESTIGATION.
By a resolution adopted by the
house a few days ago Chairman
Springer of the ways and means com
mittee was autnorizeo 10 appoint a
sub-committee of which he should be
chairman tolnvestigate the condi-
tion of the treasury department. He
to-dav aDnointed as his colleagues
Wilsou ol West Virginia. Turner of
Georgia Reed of Maine and Bur-
roughs of Michizan. He has called a
meeting of tbe sub-committee at 11
o'clock .Monday the meeting to be for
the nu r nose of onranlzlnsr and formu
lation ot a request to the secretary of
the treasury for the information de
sired.
INTERN ATIONAL'MONETARY CONFER
ENCE.
Washington. Deo. 17 It la said at
the treasurv denartment that the In
ternational Monetary conference at
Brussels will adjourn on or before the
21st to some time in tbe spring not
vet settled and that the American
delegation will leave for home at once

commissioner of Internal revenue
says the passing of Representative
Soott's bill increasing the tax on 01s
tilled spirits to $1.25 a gallon would
Increase the revenue to the extetn of

diction on an estimate that 100000000
gallons of distilled spirits will oe
withdrawn for consumption during
the fiscal vear bejrluning July 1 next
At the nresent rate ot taxation this
would net tbe government $90000000
and at the proposed rte $125000000
DALLAS' NEW CHARTER.
Tho City Will Apply for an Amendment 10
Their Charter With Minor Changes.

Dallas Dec. 14. The citizens com-
mittee on charter and the friends of
the committee met at Phoenix hall to-
night. Maj. W. J. Caven presided
and it was decided to charge upon
the legislature with their new charter
It reduces the salary of the mayor
from $3300 to $1800 aud makes him
presiding officer of the council. It
reduces tbe number of wards from
twelve tosix provides that there shall
be twelve aldermen one from each
ward and b!x elected from the city
at large. It also provides
for the appointment of a board of pub-
lic works which shall have charge of
all public improvements etc. The
other changes are unimportant. The
"Charterists" have two men in their
ranks mentioned for the position of
mayor Col. W. C. Holland and Maj.
W.J Caven.
Hon. Jobh H. Cochran who will
undoubtedly be the administration
leader at Austin in tbe lower house
this winter returned from Arkansas
today and will more than Jikely have
something to do with shaping the
new charter. Mayor Conner Senator
O. P. Bowser Representatives Coch-
rane. Golden and Taylor will have a
conference before the matter is referred
to the legislature.

armed hack driver was jailed today
for attempting to cut the thrjat of
George Keeler ex-superlntendeot of
the city parks. He slashed Jeeier'S
throat narrowly missing the jugular
and wind pi ye. Harris who was in-
toxicated was the aggressor.

Denison Tex. Deo. 16. The arrest
chronicled in the morning papers hat
been the sole subject of conversation
on the streets today. For some time
it has been known that indictments
had been returned by the grand jury
in the murders on the night of May 17.
One of these lndlotments was against
a man whose arrest was chronicled
above. Officer Hackney left early
this week endeavoring to keep his
destination secret. He was followed
by Sheriff Hughes. Their destination
was West Superior and they
were after the party mentioned
above. Hughes aud Hackney will at
once secure extradition papers and
will probably arrive with their pris
oner in about four days. The pris
oner's rams is not Edwards but Bill
LeRoy. He is well known to the
officers of Grayson county. Some five
years ago he with four others was
arrested for systematically roDDing
Houston & Texas Central freight
oars. LeRoy turned state's evidence
giving away the gang and thereby
saving himself from punishment. He
afterwards posed as a deteotive
and while attempting to fasten the
crime of horse-theft upon a prisoner.
was himself arrested but finally re
gained his liberty. He was In Denis m
last winter ana is wen Known to
many sporting men of the town. He
gambled some and frequented houses
of 111 repute. He was also arrested
for trying to work the oouDie iock
racket. For this he was fined in the
Dolice court. Officers are very reti
cent about the arrest as other parties
are implic&ted but it was learned
that LeRoy 's arrest came about
through letters which he wrote to
friends and which are in the hands of
the officers.
On the 80th of May .last Ed James
chief of police received an anony
mous letter addressed: "Chief of Po-
lice. Denison Tex." It was mailed at
Eddy N. M May 23 1892 at 1 p. m.
and was received at Denison May 80
at 8 a. m. It was written on the
smallest note paper and following is
a copy.

was irom some crank and little atten
tion was paid to it. Then it came to
be looked upon as a clue to tbe terrl
ble mystery. Whether or not the let
ter was written by LeRoy your re
norler cannot state but from lnforma
tion jrathered from several sources It
isthouirbt that this la part of the evl
dence acalnst him. It is expected
that other important arrests will be
made shortly.
INDUSTRIAL LESION.
Local Companlfli of the Military Branch.
Being Organised in Kamal.-
Topeka Kan. Deo. 17. John F.
Wlllett western organizer of the In-
dustrial Legion of the West formed a
local company of tbe Populist military
organization here today. The Indus-
trial Legion of the United States
was authorized by the annual conven-
tion of tbe Farmers Alliance ot Mem-
phis and is an intensely partisan
affair. The first state to be organized
is Kansas. On his return from Mem-
phis Mr. Wlllett organized a com-
pany at McIeoutb and yesterday a
cimpany at Valley Falls. An attempt
will be made to get all who voted the
People's party ticket into the new
organization. One section in tbe con-
stitution provides that any menfter
who fails to vote for the Populist nom-
inees running on the Omaha platform
can be courtmartlaled after regular
military form.
Arrested for Bobbery.

Dallas Deo. 17 Al Forman wa
arrested in this city today by Sheriff
Ben Cabell and at once turned over to
Sheriff James H. Keller of Kaufman
county who took him to Forney.
Three weeks ago today James K
Brooks an old and wealthy farmer
wbo resides near Forney came
to Dallas drew $2800 from
one of the banks and then
returned home. That evening two
masked men entered his residence
One felled him with a bludgeon
and then tbe thieves ransacked the
house and secured tbe money. For-
man was arrested ou a wanant sworn
by brooks and in tbe warrant be Is
charged with btfng one of tbe des-
peradoes who robbed the old farmer.
Forman is a sort of a farmer and
borse-trader and resides within four
miles of Brooks. He had several
hundred dollars on his person when
arrested. . Forman is 80 years old and
it is alleged has been mixed up in
several scrap in tbe past.

doubtedly founded on the belief that
in this course alone lies the safety for

can be no doubt that in time the

Terrell Tex. Deo. 17. In the
case ot The State vs. Joe Kellar
obarged with killing Will Coker last
April after a lengthy trial the Jury
brought in a verdict of not guilty.
Considerable Interest was taken in the
case.
Smooth Forger Convicted.

Waco Deo. 18 W. W. Beley pres-
ident of the Waco Stale bank today
made complaint against E- Ii. Win-
gate charging him with per'ury.
Wlugale was convicted of forgery at
the present term of this district court
and given two years In tbe penltenri-
ary. During the sunim r W'lngate
came through Waco claiming to be a
representative of tbe World's Colum-
bian exposition exhibiting letters of
Introduction ft om Its offlotTS and In-
duced the Waco State bank to cash a
check for him for $150 blch proved
to be a f -rgery. About two months
ago Wiugate was arrested In New
Mexico and brought here for trial
which resulted in bis conviction. .
