TEXAS AT THE WOKI.D'S FAIR.
At last a definite move lia leen
made in tho leginlature looking to
Texas having a proper representation
at the World's fair in Chicago in 1893.
In approaching the conoideration of
this question the legislature should
bear in mind several things. 1. This
is a fair gotten up not only by the
Federal government but by every
state in the Union and the greatest
state in the Union cannot afford to be
unrepresented. 2. This in not only a
state and Federal affair but a case of
national representation. The presi-
dent of tho United .States ha invited
the nation of tho world to have rep-
resentation there and they have ac-
cepted the invitation. Can the
greatest state in tho Union
affjrd to lose this opportunity
of putting heme'f on record before
those nations as such greatoot state?
Third In this not a question of state
pride? Is Texas willing to trust her
oredit to individu il public spirit and
the chance of unorganized privato
effortT Surely this U a stale affair
and not to bo trusted to local action
of any section of tho state. North
South Ettst and West Texas should
all hivo typical exhibits at that fair.

Texas. The amount appropriated
as mentioned in tho bill
$10001)0 is comparatively small
but with that sum very much indeed
oan be done especially as there is
such a rich field of exhibits from
which to select. Who of us in Texas
would like to visit that fair and find
New York Pennsylvania Ohiit Illi-
nois and all other of tho great states
magnificently represented and noth-
ing to show that such a State as Texas
was in the Union? ltegret however
would bo too lato then. Now is the
time to act. It will not do for tho
Legislature to act hastily in tlii mat-
ter nor to dismiss it upon some trivial
excuse As afl'ectinu; the State's rela-
tions to the Federal (lovcmnient and
the other states of the Union it is one
of tho most important questions ever
presented for our consideration. A
precedent has been established in
the case of the New Orleans
exposition and in this case the
Browning bill provides tho exhibit
shall not bo a temporary thing but
that after the close of the fair in Chi-
cago it shall bo returned hero to the
state cnpitol and bo kept in charge of
the commissioner of insurance and
statistics. Such an exhibit should
even now be under tho charge of that
officer. We should do this work even
as it is and regardless of the World's
fair but if two birds can be killed by
the same stone then so much the
better. Tiik Statksman earnestly
prays the legislature may give this
question its most earnest and patri
otic attention.
GOV. UOCU'al VETO OF THE SVGAIt
BOUNTY.
The governor's veto yesterday of
the senate bill authorizing the superin
teudent of penitentiaries and of the
State sug'ir farm to accept from the
Unit d States government under the
McKinley law the two cents bounty
decreed by that law comes like a clap
of thunder from a clear sky. Who
expected it? Few if any had reflected
on the position of the humiliation
the surreuder of State sovereignty and
the acceptance of Federal intermed-
dling in domestic concerns the Stato
rould havo assumed had the senate
bill become a law.
What little sovereignty has been left
the states from the inroads of Federal
power since the war onht to be sa-
credly guarded as Governor Hogg in-
timates. Tho government through
the cp ration of tariff" for the benefit
of favored rinses is changing its
form fast enough already without our
hilling down and without protest ac-
cepting a gift from the Federal power
under control of the Republican party
which is coupled with the condition
tint the state must go down on her
knees become a suppliant an 1 then
before the money is paid she must
submit to the Federal government in-
quiring into her domestic concerns.
The acceptance of this bouuty
would be virtually an acknowledg-
ment by the state of Texas of
the justice of the infamous
piece of robbery called the McKiuley
bill. Texas has by a majority of near-
ly 200.000 planted hers( If on the Dem
ocratic platform of a tariff for revenue
only and as Gov. Hogg says Texas
cannot afford to sacrifico principle for
the sake of a few dirty dollars doled
out by the Federal treasury on such
obnoxious terms. Gov. Hogg in this
veto has saved tho honor of his state
and proclaimed the dignity and sover
eignty of Texas which does not stoop
to humiliation at tho behests of hirkl
ions Federal power controlled and run
by growing and aggressive imnop-il

the legislators arc asked to walk all
over the capitol grounds and observe
how they are not beautiful but sadl.t
need improvement. They are also
requested to stroll around the govern-
or's mansion and see if it is not in
iminent danger of toppling off the
north bank on Eleventh street. The
sppropriation bill is now consuming
tho attention of committees in both
houses. Gentlemen some of the
state's money could not bo b tter
spent than in purchasing some im-
provements at both places indicated.

fair ground with head erect among our
